RUPPERT TO CLOSE DEAL FOR YANKEES Prospective Owner Gives Jennings as Favorite for Position as Pilot. CHICAGO, Dec. 15. Ban Johnson, American League president, said today that he expected to meet Colonel
Jacob Ruppert, Jr., in French Lick or here in the near future to close the sale of the New York Yankees. This was his statement in reply to a dispatch from French Lick Springs quoting Colonel Ruppert as saying he had decided to purchase the American League team. Johnson said Ruppert evidently had made his decision after reaching French Lick. Colonel Ruppert will have a new ball park in New York and one of the best managers in the country, ohnscn admitted. Johnson refused to say who the manager would be, but in the dispatches from French Lick Colonel
Ruppert" was quoted as saying that his j

through an advertisement and competitive test, has given proof of the system.. Infant mortality has Increased forty per cent. Expenses have been diminished and there is greater efficiency everywhere. But enough with the admlnistatlon on sound business principles, there is some doubt If Dayton will keep that form of government. Bosses Must Go. "The form of government in Dayton may be dangerous in many American cities until we have become somewhat emancipated from bossism. Politics must all go. The popular government is ten times stronger than the party government. Instead of choosing by
party, we must choose by competition what men shall be at the head of our city departments. "The office in which an expert is most necessary is the building department. "City elections should be special, non-partisan or preferential ballot. The nominations should be by petition. "But before any forms of govern
ment -will bo successful, there must be an awakening of the public conscience." J ? .; . - President Bavis of the board of works declared that the managerial form of government Is too greatly centralizing the power. He said that It is not rascality but lack of knowledge by the officials and absence of interest by the people, which makes bad government," Mr. Bavis declared. "I suggest a plan which has not been discussed. It is the business plan." Wilfred Jessup recommended that the citizens become acquainted with the tools in hand instead of asking new ones. He said the Indiana state laws regarding cities and towns are good except in one thing the constitutional debt limit, which prevents cities i
using their credit at times. J. T. Giles compared the managerial j
form of government with the administration of the school system of cities, the school board of three members selecting a superintendent who can be recalled if he is Inefficient. George Seldel, John L. Rnpe and others made short talks. Mark Johanning of the Junior Commercial club gave a short talk in which he thanked the club for its invitation.
