Bonaparte's Argument.
Concerning the surprising refusal of President
Wilson to approve the plan proposed by Repre
sentative Gardner for a thorough investigation
of national defense by a commission to be named I administration ?
by the president, and the refusal of the house rules committee to give Mr. Gardner a hearing Dn this vitally important matter, Charles J. Bonaparte, former attorney general of the United Btates, makes the following apt comments: "Representative Gardner of Massachusetts, is now accused of 'playing politics' and wanting to 'embarrass the administration' because he has asked for the appointment of a competent and impartial commission to investigate and report on the condition of our national forces of land
and sea; suppose that such are his purpose and
his wishes, although, of course, the writer is not
to be understood as, in any wise, alleging or ad
mitting that they are ; how does this fact, if it be
a fact, affect the merits of his demand?
The proposed commission would consist, as
the writer understands, of three senators, presum
ably two of them Democrats; of three representatives, presumably two of them Democrats, and of three nominees of a Democratic president ; certainly it could not be made an instrument of partisan injustice to the dominant party. All it is intended to do, or can possibly do, is to ascertain and publish the truth as to matters of vital and urgent public interest; if the political enemies of the dominant party wish the truth known, and if its political friends wish the truth suppressed, what are we to think of the dominant party? "If it 'embarrasses the administration' to have the light turned upon matters of such moment to the nation, what are we to think of the
If Mr. Gardner is 'playing poli
tics' in trying to let the people know what they
have the plain right to know about subjects of
immense moment to them, he is 'playing' excel
lent 'politics,' excellent for himself, excellent for
his party, excellent for the country ; if the Demo cratic party in congress and the Democratic ad
ministration shall balk or choke or handicap his
proposed inquiry, they will 'play' bad, contempti
bly bad 'politics,' whether their action be considered as affecting the country or as affecting
themselves.
