Dealers Fear Suspension of Business When Federal Collectors Fail Them Bank to Obtain More.
Twenty dollars worth of special United States "war tax" stamps secured by the Second National bank and distributed to various firms in Richmond today prevented the suspension of a large amount of business in the city, including all shipments by freight and express out of Richmond, and the loss of thousands of dollars to business concerns and their employes. "We realized yesterday," said D. N. Elmer, assistant cashier of the Second National, "that it was useless to depend upon the internal revenue officers getting stamps into Richmond by today, so succeeded in arranging with our corresponding bank at Indianapolis to send us $20 worth of their stamps. They met today's demands and tomorrow we will have some more for distribution but it probably will be a day or two before the government supplies the local banks with these special revenue stamps." Men Crowd Lobby. The lobby of the Second National was filled all morning by business men who had to have stamps. Failure to secure any would have meant the absolute suspension of business today for some of them: others would have been unable to sell certain lines of their stock. Without stamps grocers could not have offered extracts and other staples for sale; druggists could not have sold perfumes, cosmetics, hair restoratives, and saloonistg could not have sold many lines of bottled goods. Uncle Sam will protect Inspectors who make trips through the dangerous secret passages of the postoffice. Contractors have had with the past few days the opportunity of exploring the dark cavarns, alleyways, wells, drops, chutes and other secret means of passage with a view to recommend improvements for safety. Some of the .wells drop from under the roof straight to the basement, through apparently solid concrete walls. Shrouded In darkness, they are considered dangerous as they are now. The passage ways, which were placed there to aid in detecting dishonest federal employes, are dark, so the men working In the building cannot see Inspectors through the shutters. Passageways come to abrupt terminals, at wells which drop from twenty to sixty feet. There are no guard rails around these places and a misstep probably would mean death or at least serious injury. The shelves of a New Jersey inventor's bookcase hold two rows of books, one behing the other, the front parts of the shelves dropping down on slides when puled out.

UNDERWOOD QUITS LEADERSHIP ON MARCH FOURTH

Crowded calendars in addition to fourteen appropriation bills will confront congress when it re-assembles next Monday for the final session of the Sixtythird congress. The session promises to be one of the busiest held, and extra hours must be Avorked if the scheduled legislation is to be enacted before adjournment on March 4. It also promises to be lively for already there are signs of insurgency among the Democratic members, who will not return next season. Another feature of the short session is that it will mark the end of representative Underwood's leadership in the house. He goes to the senate after March 4, and Representative Claude Kitchin of North Carolina is slated to be the house majority leader in the sixty-fourth congress. Leaders are planning to use every effort to avoid an extra session, and if necessary will hold the business almost entirely to the supply bills. Committees are at work on these measures. The first business scheduled in the house is the amendments to the currency law which were placed in order by a specific rule adopted late in October. These amendments authorise the shifting of reserves from member banks to the federal reserve banks and permit an increase of circulating notes which national banks may use as commercial paper. There is also pending the Henry cotton loan for a deposit of $250,000,000 government funds in southern banks to be loaned on cotton and tobacco.
