SOUTHWEST SUFFERS FROM FOREST FIRES BY LEA8ED WIRE. LITTLE ROCK, Ark., Nov. 25. Enormous losses are being-caused by forest fires raging today in three states, Arkansas, southwestern Oklahoma and northwestern Louisiana. Many farmers are homeless by the burning of their dwellings. Every effort to check the spread of the flames has so far been unavailing and the only hope of the fire fighters now is for a heavy rainfall. Roast Turkey served at City Restaurant. Happenings were guests of Bert Veal and family recently. John W. Taylor has gone to Chicago to see his new grandson. ORDINANCE. An ordinance to protect permanently improved sidewalks, requiring snow and ice to be removed therefrom, providing for the care of elevated ground abutting on any such sidewalk and matters relating and pertaining thereto and designating how the costs thereof may be assessed against the abutting property, providing penalties for the violation of its provisions, and repealing all ordinances in conflict herewith. Section 1. Be it ordained by the Common Council of the City of Richmond, Indiana, That it shall be unlawful for any person being the owner or occupant of any lot or land abutting upon any improved sidewalk in said city, to allow, suffer or permit any dirt, earth, soil, gravel or other material to be washed upon or to slide onto such sidewalk; and where such abutting lot or land is elevated or terraced or is in any manner at a higher grade than such improved sidewalk, it shall be the duty of the owner or occupant of said lot or land to properly terrace, grade or slope such property, and properly sod said terrace, grade or slope, so that dirt, earth soil or gravel thereof will be securely held In place, or to build a permanent and substantial retaining wall of such height and construction as to prevent any dirt, earth, soil, gravel or other material from being washed or from sliding onto such sidewalk. Section 2. If the owner or occupant of any lot or land in said city shall fail to comply with the provisions of Section 1 of this ordinance, then and in such event the Board of Public Works of said City shall adopt a resolution ordering such work to be done or improvement to be made, and a personal notice of the passage of such resolution shall be served upon such owner, if he be a resident of said City, or upon the occupant of said premises, and should such property be unoccupied, and the owner thereof be a nonresident of said City, then and in 6uch event a notice of the passage of said resolution shall be posted in a conspicuous place upon such lot or land. If after the expiration of five (5) days from the date of the service or posting of said notice, such work is not performed or improvement made, then said Board of Public Works shall cause the same to be performed or made and the cost thereof shall constitute a Hen t-pon the property, to be assessed upon the land and said cost to be placed upon the tax duplicate to be collected as other taxes and improvement liens are collected. Section 3. It shall be the duty of the occupant, or owner If there be no occupant, of each and every tenement, building, lot or parcel of land, in said City, fronting upon any improved sidewalk, to clean, or cause to be cleaned, such sidewalk in front of such tenement, building, lot or parcel of land, of snow or ice, by ten o'clock in the forenoon of each day, and to keep the same clean of such snow or ice. Section 4. Any person who shall fail to comply with or shall violate any of the provisions of this ordinance shall be liable to a fine of not to exceed twenty-five (25.00) dollars for each and every offense.Section 5. All ordinances or parts of ordinances in conflict herewith are hereby repealed. Section 6. This ordinance shall be in full force and effect from and after its passage and publication in the Richmond Palladium and Sun-Telegram, once each week for two consecutive weeks.
