RAILWAYS URGED Laurence B. Finn of Kentucky, Takes Advanced Ground Regarding Transportation Control. EY LEASED WIRE. WASHINGTON, Nov. 20. "Economy demands the elimination between public service enterprises and by force of this economic condition a monoply In transportation is necessary. If a private monoply iv. indefensible and Intolerable, should not a necessary monoply be publicly owned?" This was the keynote question of the address of Laurence B. Finn of Kentucky, president of the National Association of Railway Commissioners, delivered at the opening of the twenty-sixth annual convention of the association. "The surest way to destroy communism is to guarantee private propriety security from aggression," said Mr. Finn. "The surest way to make effective this guarantee is to prevent private ownership or control of necessary monopolies. If the protecting hand of this nation is necessary to husband the prodigal resources of nature's bounteous gilts to man in Alaska, to prevent despoilation at the hands of privately owned transportation companies, why is it not necessary to protect the meagre product of man's labor from the self-same fate In oilier parts of our own fair land?" Welcoming the convention on behalf of the interstate commerce commission, Acting Chairman Judson C. Clements advocated the maintenance of a spirt of "co-operation among the railway commissions as well as between commissions and carriers. "The oft-repeated and self-justifying declaration that the carriers are entit led to un opportunity to earn a fair return upon the property or the investment is of little comfort to either carrier or shipper unless it is invigorated into such rules of action-as wilt bring fruitful results," said he. "Divergent and conflicting state rate fabrics will continue to produce irritating and intolerable conditions of discrimination, for which some remedy w ill have to be found."

HOW TO HELP. There are hundreds of men out of work, and there are hundreds of persons who have little odd jobs around the house that would keep a man employed a day. The Palladium asks persons who have chores that need to be done, yards and barns to be cleaned, and other little jobs for men to telephone to the office. The Palladium will gladly see that unemployed men are informed of these opportunities to obtain employment for a day. GETS THE COIN.
