The impartial observer of official densities must award the greatest specific density to the British censors of the news and chokers of the truth. There could be no graver error of judgment, no falser position, no worse libel on the British people than these deliberate and vain attempts to keep them in the dark and to let the tidings of disaster come to them slowly as if they were incapable of bearing its full weight at once.

In a democratic state, in some respects, as in the responsibility of the government to the vote of parliament, more immediately responsive to the existing state of public opinion than the American system, official density has for some time deliberately sought to exclude the people from the knowledge which is their right of the events of the war. We do not doubt that the people of Great Britain are able to bear ill news with fortitude and to derive therefrom a more stubborn resolve to carry on the war to the utmost limit of their power and endurance, just as the North took new courage from its repulse at Big Bethel and its disgraceful rout at Bull Run. But official stupidity and the desire of some officials to save their face has placed a great nation by no fault of its own in an attitude that stirs the derision of its enemies and lays an undeserved reproach UDon the national character.
