MELPOLOER TELLS CHARITY DIRECTORS DETAILSJF OFFICE Calls Bureau Meeting to Explain . Records . Kept and Merits of Thie-.Check Account Plan. i ' An important metta or.th central charity bureau was held thl aftersoon. Secretary MeJ polder exhibiting and explaining hla record and files systems which he hat devised and completed in the past bIx weeks. For the first time, the ' members of the board as a body, had the triple checking system of each of the departments. In order Mr.. Melpolder made the following explanations: Publicity department, mailing " Hal, : catalogues and newspapers. Newspaper stories published free for the bcurd since Mr. Melpolder's arrival would be valued by merchants at $500, he said. The co-operative file contains list of agencies' and individuals who can be called upon to do special work in emergency cases. Daily statment sheets have a record of all ironey received and expended and of other detailed work for every day eiirilar to the journal kept by a bank. Identification slips are the first records of any case handled by the bureau. Cards Give Detail. Registration cards contain a more

detailed report. Treatment cards are those which show in detail any of the 900 possibilities lor assistance rendered. Case record forms are a filing system which assists in keeping in closer touch with the various cases. Detailed records, are the stories of pach case, a new paragraph being added to the story at each new treatment, visit or call. The file for homeless men is a record of men who are given aid once and probably will not appear for help again. i The three check financial system Automatically brings out errors at once if any are made and prevents any possibility of an error passing for more than a week. Arrangements have been made with the banks by which the secretary deposits the receipts In the sums received, crediting each person on the bank book. The three check purchasing system gives the merchant, charity organization and central board countersigned records of every purchase itemized. The store room cards and tags form a perfect system to keep account of the material on hand and to whom dispensed. Township trustee coal slips are newly printed to carry out the system of having all coal orders handled by one officer. Supply order blanks for school principals represent a system, which Will enable teachers to furnish pupils with the necessities they require to attend school, such as books or shoes. Orders are made by principals, examined by the truant officer and made final by the charity secretary. Tuberculosis records -which have accumulated by the work of Earlham

students and others will furnish information to take preventative measures against the spread and continuation of the disease.

PLAGUE OF MOTHS INFESTS STATION

Millions of frogs and locusts were sent to plague Pharoah, ruler of Egypt thousands of years ago, but the king had incurred divine wrath. Today a plague of gray moths has invaded the Pennsylvania station to torment Stationtnaster Mayhew, who has tried to keep the station clean. Thousands of dead insects are scattered over the floor of the train sheds, where they have fallen after flying against the globes of the arc lights. In many places the floor is slippery with them. With the great strain of being cheerful to the hundreds of perHons who pass in and out of the station daily, Mayhew can not understand why this additional burden had been thrust upon him.

CHARITIES TO HEED APPEAL FOR WORK

The conference of Secretary Melpolder and Mayor Robbins Saturday relative to securing employment for applicants at the Central Bureau of

Charities, resulted in the calling of j

another conference for Wednesday of Mr. Melpolder, Mayor Robbins, Alfred Bavis and C. W. Jordan. Mr. Melpolder has several plans for action. The employment agency, should one be established, will be free to men who have lost their positions through no fault of their owu. It is possible that the city will help by appropriating money to do special work, thus giving employment to a number of men. There are no statistics as to the number of men who are not working. Because there is no clamor for work, some persons say that families in Richmond are not worrying over the period of slack employment. Others say it would be impossible for a free agency to supply all applicants with work in this city.

NEW CIVIC SOCIETY WORKS FOR BRIDGE

At the regular meeting of the Southwest Richmond Improvement Association tonight, a committee of three members will be appointed to act with

a similar committee appointed at the West Side Improvement Association last Friday night to work toward securing the South E street location for the proposed bridge. Other organizations of the city will be invited to appoint members to the committee and make it a city committee in favor of the E street location. Members of the two West Richmond civic societies feel that almost a county-wide sentiment has been aroused against placing the bridge at L street.
