The smallest poor accounts of this year for one quarter were allowed trustees of the various townships, by the county commissioners. Howard, pastor of the First English Lutheran church, today announced arrangements for the organization of the classes of catechumens of that church for this winter's study. The children who expect to receive instructions have ben asked to meet the Rev. M. Howard at 4 or 7 o'clock Friday evening or at 9 o'clock Saturday morning, at which time the classes will be organized. ORGANIZE CLASSES. Classes have been orgenlzed to receive instructions preparatory to confirmation among the young people of Trinity and St. Paul's Lutheran congregations, and preliminary instructions have been given.

FOULKE CENSURES GERMANS FOR ATTACKS ON BELGIANS
BY W. D. FOULKE. We have already seen that in regard to the relative responsibility of Germany or Russia for the outbreak of the general war there is a good deal that can be said on each side. Austria was bent updh punishing Servia and Germany approved in advance (so Count Bernstorff, the German ambassador in Washington tells us) the Austrian ultimatum to Servia which meant nothing but war. But it is hard for us to know accurately how deep was the provocation Servia had given to Austria and how much Russian intrigue had been responsible for the agitation in Servia, directed against Austria and culminating in the murder of Archduke Ferdinand. Just as in a quarrel between individuals the use of expletives of constantly increasing vigor and offensiveness

The neutrality of Belgium had long been guaranteed by England, France and Prussia and the maintainance of that neutrality had been affirmed by the Hague tribunal in which German as well as the other great powers were represented. Belgium had done nothing to

It was her bounden duty to the powers who had guaranteed her neutrality-and she could not afford to have her soil used as the battle ground for the contending armies. So she refused her consent and small and weak as she was she bravely undertook to defend her territory against the invasion of the German hosts. Justify Invasion. There are some adherents of Germany who are now attempting to justify this Belgian invasion on the incredible ground that Belgium had some sort of a secret understanding with France by which the French
