AWAITSJU ORDER After Escaping Texas Guardhouse Ovie Blair Fears Fate on Return. Ovle L. Blair, who has incurred the wrath of Uncle Sam by deserting from his army, is held at the city jail awaiting Instructions from the military authorities as to where he shall be sent, and he awaits his fate with much foreboding. Birdseye View of Antwerp
The determined effort of the Germans to capture the city of Antwerp indicate to British authorities that the kaiser's forces are planning to use the temporary Belgian capital as a base for military operations against England. It is supposed that Germany plans the construction of vessels at Antwerp to transport a great land force across the channel to strike a telling blow at England.
BAIL OF JOHNSON ORDERED FORFEITED $15,000 Surety Brings State Nothing, as Givers Either Dead or Insolvent.
BY LEASED WIRE. CHICAGO, Oct. 5 Federal Judge Carpenter today ordered the $15,000 bail of Jack Johnson forfeited, the negro pugilist failing to answer when his case was called for retrial or resentence. Johnson was accused of transporting Belle Schrieber in violation of the Mann act and sentenced to serve on year in prison and pay a fine of $2,500. Although the bond was declared forfeited the status of the case is not, and if caught, Johnson will have to serve his sentence or undergo a new trial. The sureties on the forfeited bond were Matthew S. Baldwin, an Evanston realty man, and Mrs. Tina Johnson, the pugilist's mother. Baldwin died nine months ago and the estate Is said to be insolvent, and Mrs. Johnson has no property in her own name.

CZAR VVITH ARMY
III POLISH "ZONE
II
BY FRANCIS LAVELLE MURRAY Representing the International , News 8ervice PETROGRAD, Oct 5. Czar Nicholas is now with hla army In Poland where the main Russian armies have been concentrated for the invasion of Germany. Royal headquarters have been temporarily established at BrestLitovak, a fortified town on the river Bug, where Grand Duke Nicholas and the General Staff are also located. As the Russian army advances the Czar will also move his headquarters farther west, first to Siodlce and then to Warsaw. Emperor William of Germany, according to latest reports, Is now at Thorn, East Prussia, the great fortress that strengthens the German line of defense running south to Cracow. Thorn is on the frontier of Poland. The Kaiser and Czar, actual commanders of the two greatest armies in the field, are only two hundred and twenty-five miles apart, less than 'the distance from Boston to New York, each on the edge of the battlefield . on which would be made the destiny of Europe. On that battle field, which lies south of Thorn and west of Brest-Litovsk, the advance guard of the two vast armies have been skirmishing for three days, but it may be a week or more before the main forces are locked in a death-grapple.

Other Reasons Why You Should Patronize the City Lht Plant r ' 1 What the City Light Plant Represents in Actual Cash A? The cost of construction and bringing the plant up to its present state of efficiency, has involved an investment of $400,000.00. Its present value, less depreciation is $3 1 8,000.00.
Ont of the Total Cost - - there is outstanding as a debt, bonds to the amount of $1 39,000.00, of which amount there is now in the sinking fund to pay those bonds,
over $30,000.00. ,y
What This Means to Yon
What does this mean to you? It means that the plant, while reducing the cost of electricity to you, has paid off by its own earningsmearly $300,000.00 of its total cost.
Without the City Plant this $300,000.00 would have been paid in dividends to a private-corporation.
Since the City Plant has made possible cheap electric light and power, at the same time has added to the possession of the city nearly $300,000.00, is it not worthy of whole-hearted support from every loyal citizen of Richmond? Patronize :
