ZEPPELINS BOMBARD PARIS FOR 1 DAYS SAYS U, S, TOURIST BY LEASED WIRE. NEW YORK, Sept. 18 That at least forty Parisians were killed by German bombs dropped Into the French capital when the Germans were almost under Its walls, was the statement made liy passengers returning from the war zoih- on the Fabre liner, Patrla, which arrived from Marseilles today. The steamer left Marseilles on September 3 and was halted twice by British cruisers on the way over once when off the Azores by the Vindictive, j.nd again outside of New York by the Essex. Not a day passed in which Zeppelins did not circle over the city like great eagles, dropping bomb after bomb. This bombardment lasted not one day but an entire week and I know for a certainty that forty persons were killed by the explosion and that many more were Injured. German soldiers who attempted to invade the Belgian Congo have been defeated and driven back into their own territory. News Notes from Miss Sadie Dillard left Thursday for Lisbon, O., where she will visit friends and relatives. Mrs. Meletas Miller returned Monday after an extended visit with friends In Richmond, Ky. The members of the Utopian club were delightfully entertained Wednesday afternoon at the home of Mrs. Grace Williams of South Tenth street. There was a large attendance. After a social hour and the usual needle work refreshments were served. Jack Meadows was in the city Monday the guest of Leander Holsinger of North Third street. William Bibbee of Louisville, Ky., was the guest of Miss Edna Gaines Sunday. Mrs. Carrie Jackson and daughter are the house guests of Mrs. Ollie Milton of South Sixth street. The Matinee club met with Mrs. Charles Embry Thursday afternoon at her home on North Thirteenth street. After the usual social hour a twocourse luncheon was served. An ordinance requiring correct numbers to be placed at or near the alley line of each lot or parcel of ground within the city of Richmond, Indiana, upon which any building or ground-floor business room now is or may hereafter be located, and providing penalties for the violation thereof. Section 1. Be it ordained by the common council of the city of Richmond, Indiana, That the owner or occupant of each lot or parcel of ground within this city upon which any building or ground-floor business room now is or hereafter may be located, and which lot or parcel of ground abuts upon an alley, shall place at or near the alley line of such lot or parcel of ground and so as to be plainly visible from such alley, and in figures not less than three (3) inches in height, the true and correct number which the building or . ground-floor business room located upon the front i part of such lot or parcel of ground j has or should have upon - the street i upon which the same ia or may be lo

The city civil engineer of this city shall, without cost to the owner or occupant of any lot or parcel of ground required by this ordinance to be numbered, furnish such owner or occupant upon application therefor a certificate designating the proper number to be used by such owner or occupant upon such lot or parcel of ground, and the number so designated by the city civil engineer must be used. Section 3. It shall be the duty of the building inspector of this city to see that the provisions of this ordinance are fully complied with, and he shall, upon receiving information that the owner or occupant of any lot or parcel of ground as herein designated has failed to comply with the provisions herein set forth, personally notify such owner or occupant to place the proper number, designating what number shall be used, at or near the alley line of such lot or parcel of ground. Section 4. The owner or occupant of any lot or parcel of ground as herein set forth, who shall fail or refuse within the period of five days after being notified by the building inspector as provided in Section 3 of this ordinance, to place the proper number as herein provided, shall be fined any sum not more than ten ($10.00) dollars, and every day, after said period of five dayB, that any such owner or occupant shall ' fail or refuse to comply with the requirements of this ordinance, shall be deemed and regarded as a separate offense. Section 5. This ordinance shall be in full force from and after its passage and publication thereof, once each week, for two consecutive weeks in The Richmond Palladium and Sun' Telegram, a daily newspaper of general circulation printed in such city.
