A dele Mendel I "Artiits are born, not made." This Is true of the Oriental rug weaver. The briginalities of design bespeak the arpstic temperament of the weaver. The tnystic atmosphere which encircles the rugs' history, their mellow colors and Jheir proverbial durability make the possession of an Oriental rug an unending pleasure. ' Oriental rugs belong to three grades: the old type, made in or near the villages, towns or cities, the rugs made for commercial purposes and those made by nomadic tribes. There are over one hundred different classes of rugs to thoose from, which are incomparable for their beautiful rich lustre, artistic Color conceptions and lasting qualities. None gives better satisfaction than the fcaruk rug. On account of their dark Coloring they are an unexcelled choice for a room where hard usage is a condition. The predominating colors are rich red, dark blue and camel's hair brown. They can be procured in sizes as targe as 18x30 feet

The Mahal rugs, in designs copied from old Persian patterns,' are worthy of recommendation. They are medium priced and are woven in large room sizes. The Bokhara is renowne'd for its remarkable serviceability and the superior quality of its wool and dyes. It comes in large sizes and a real antique Bokhara is a highly prized possession now, for most of those on the market are modern ones. These rugs range in sizes up to 8j4xU feet Oriental rugs may be ordered woven to specification, in unusual sizes, colors and designs. Those who prefer plain centers can be satisfied by ordering the shade which they most desire, but, of course, it takes months before the work is finished. An antique Oriental rug is one which has had fifty or more years of real use in the country where it was woven. Antique rugs have usually been woven for some special purpose, personal use or, in the case of the smaller rugs, often for use as prayer rugs.

Although the all-over-tacked -down carpets have passed into oblivion, the floor is more completely covered than in previous seasons. Large rugs and rugs shaped to conform with the floor surface are used more than the smaller ones. On our floor we should have the richest color note, with the pattern of the rug blending with the general effect of the room. Plain and two tone rugs in soft grey, green, brown, mulberry, blues and putty color stand the hardest usage and can be ordered in seamless widths, any size or color. Wilton rugs come in Period designs and we see again the floral and conventional designs. Black borders and all black rugs are also brought into prominence. A velvet carpet, figured with a white Adams design is only one of the varied patterns which help to beautify our rooms. The Oriental patterns are copied in domestic rugs with such accuracy that these are hardly distinguishable from the real. , The familiar Axminster or Scotch rugs come in solid colors with darker toned or small patterned borders.

The Kildare rugs, which come from Ireland, are wonderfully rich and luxurious in appearance. The knots in these rugs are tied by hand, as in the Orientals. These floor coverings can be woven to order in any size, color or design.'" Moderately priced wool art squares come in a wide range of colors and patterns. They can be bought as low as $10 for a 9x12 size. A hundred years ago rag carpet was a popular floor covering. Again we see a return of its vogue, in numerous different styles and colors. The hand braided ones are very adaptable for bedroom use. Japanese rag rugs in delicate shades, with stencil or woven patterns, come in circular or oval shapes. Rag rugs, woven as our grandmothers used to weave them, have a catchy quaintness and are not surpassed in wearing quality by any other American made rugs. These come in several sizes up to 9 x 12. New patterns in linoleum include tile and carpet effects. There is no better covering for kitchen and bathroom floors than the inlaid linoleum.

Compulsory Training Makes Excellent Soldiers of Every German Resident. As a result of Germany's rigid compulsory military service laws, there Is not now an able bodied man in the city of Berlin, according to tourists arriving from the German capital. The mobilization orders of the Kaiser called out every male in Berlin except those too old, cripples and boys. These now are doing police duty and guarding roads and bridges. At all the approaches ot the city and around the bridges and public buildings boys of 12 and 14 years of age may be seen wearing uniforms and standing guard with fixed bayonets. Since the war began, much has been heard of Germany's military regulations and much misinformation has been disseminated. Military service in Germany is compulsory. Liability

begins at the age of seventeen and ends at the age of forty-lve, but actual service begins at twenty. There are no exceptions to the rule; no ways to dodge duty except by leaving the country. The rigorous law applies to all, rich and poor, aristocrat and laborer. The term of compulsory service In the German army is seven yeors in the first Use or active army; two of these In the ranks and ire In the reserves, except In the cavalry and horse artillery, where the periods are three and four years. During this reserve service, the soldier Is regarded as belonging to his corps and joins it twice in the five (or four) years period for six weeks of training.

SUBMARINE FEARED BY NAVAL EXPERTS The submarine is the thing most feared by naval men. The fear has been inspired more by the mystery surrounding the divers and the amazing stories circulated about their possibilities, rather than by actual knowledge of the ship's potentialities. This type of fighting craft was designed to destroy warships of the enemy by sliding under them and sending torpedoes into them. It has been

assumed that the submarineecould fire a torpedo at a. warship from beneath the surface, before the commander of the ahlp knew of the pwaeno of the diver. SUBMARINE MINES DO GREAT DAMAGE The submarine mine is S1" pUr a great part In the present European

conflict. Probably It will cause more havoc than in the Japanese-Russian war. - - . Already one British ship. tBe Amphion, has been destroyed by rioJt? Sea mine laid by the Germans with the loss of 120 men. It might be poetic Justice that the ship which placed the mine, the Koenlgen Lulse was caught red handed by a Hotilla of British destroyers and sent to the - bottom. However, the Kaiser's mine layer already had sown the seed of disaster and the North Sea may see as many ships hit below the water line and sent to Davy Jones' locker as were sunk by mines in the Yellow Sea in the Japanese-Russian struggle. Great Britain has now determined to plant similar mines in all off-ebore navigable waters and it Is cred.tably reported that Austria-Hungary. France and Russia have done likewise.
