EUROPE'S WAR SCARE HITS WHEAT TRADE Trading: Centers on Wheat and Oats as Board of Trade Opens. CHICAGO. July 31. Following the announcement of . the closing of the New York exchange, the governing board of the local stock exchange held a meeting and decided not to open here today. Local wheat traders today avfaited the opening of the Chicago Board of Trade with apprehension. Panicky scenes even surpassing in excitement those of Tuesday and Thursday were expected. This being "settling" day for July grains, a mad scramble on the part of the "shorts" to cover on large quantities of wheat was expected. When trading began, interest centered chiefly in July wheat and oats. There were less than 800,000 bushels of contract wheat in public warehouses and only about 900,000 bushels of oats. Owing to the immense movement of wheat to and through this market, this supply was regarded as being unusually light. The Armour house was said to be long on July wheat while the short Interests were scattered. It was also said the Armour house was short on oats. The oats situation during the past few days has been complicated by the Increase in prices in wheat and corn.

WAYNE VISITORS TOURING EUROPE

The following la a list of Wayne county people now in various parts of Europe who may have difficulty In securing passage to the United States: Miss Vonnis Butler, Miss Florence Bond, Miss Gtrtrude Bartel, Miss Elizabeth Sudhoff, Miss Margaret Knollenberg, Bernhardt Knollenberg, Miss Virginia Graves, Mr, and Mrs. William Dudley Foulke, Mrs. George Dougan, and Miss Broaddus. Two very prominent former Richmond men are also in Europe. Daniel G. Reid and Frank McNutt. Mr. Reid is one of the wealthiest men in the United States and Mr. McNutt is a distinguished traveler and historical writer. He was at one time in the United States diplomatic service, and later was a chamberlain to the late Pope Leo XIII. He makes his home in an old castle in the Tyrolean Alps, in Southern Austria. The last word received from Mr. Reid was that he was in a small town near Paris, France.

TOO MUCH POLITICS IN EATON CHURCH

EATON, O., July 31. The churches of Eaton have too much religion, too much politics and not enough practical Christianity, according to Colonel Joe Kennell, well-known auctioneer. The statement is made by Kennell in an article published locally. According to Kennell, the Lutherans, Dunkards and Catholics are not complaining about membership, because "their ministers are not mixed up in politics and worldly affairs." Kennell's statement followed a published question of a local minister, who asked, "Why do we not attend church?"

PUTS . LIGHT ISSUES TO BLOCK OWNERS

That there will be no effort made to install an ornamental standard and conduit wiring Illumination system In the two business districts under the

public improvement act unless several of the resident property owners file a petition for such action, is apparently the decision reached by the members of the board of public works. "To conform with the law a petition for such an Improvement filed by resident property owners must be made before any action can be taken by the board of public works, "said President Bavis today. "It is my understanding that the board cannot initiate such action itself because the proposed improvement could not be ordered as a matter of public safety or to abate a public nuisance. If we had the authority to initiate such procedure without a petition for the improvement being filed, one remonstrator could defeat the whole project unless council ordered the improvement made' If the resident property owners desire the proposed lighting system -in the two business districts the board will proceed to order the improvement. Today Mr. Bavis drew up petitions for the improvement which he will have distributed to all resident property owners who would be affected and the board will then rest on its oars until some action is taken by these property owners. In the petition it is specified that 85 per cent of the cost of putting up ornamental standards and installing the conduit wiring system shall be met by the property owners, resident and non-resident and that' the city shall pay 15 per cent of this cost and the entire cost of the arc lamps to be used.
