Promoter Incorporates $10,000 Concern to Construct Richmond-Hamilton Line. Articles of incorporation were filed with the aecretary of state Tuesday afternoon by the Hamilton-Richmond Traction company, which has been organize by Eugene Purtelle of Tipton, Ind., F. C Qillen of Milwaukee. Wis., and E. Leslie Cole of Chicago, 111, "who compos the board of directors of tUe new road. The company has been caplUUsed at $10,000, and according to the articles of incorporation, the purpose of the company is to jtromote, construct and operate a street and interurban rauroad. The company also has the power "to sell or otherwise.dispose of and deal in stocks and securities of other companies." . . According to Purtelle, who is promoting 4he railroad, it is the purpose to organize a larger company to construct a traction line from Hamilton to Richmond.' " It 1s prohaTSle that this will later be extended north, perhaps to Portland. Purtelle -recently appeared before the Commercial club to secure the backing of that organization in the undertaking of constructing the road. The matter has been placed in the hands of one of -the Commercial club committees which is now investigating the record of Purtelle, and if the committee feels satisfied that the enterprise
undertaken by Purtelle is legitimate,, it will back the company which has
been formed. The committee has not completed its investigations, and in the meantime, the company has been organized by Purtelle.
MICE START BLAZE Fire Companies Avert Costly Noon Fire.
A dangerous and costly blaze was averted at noon today by efficient work of the fire companies when a fire broke out in the bedroom of an apartment over 414 North Eighth street. This apartment Is in a building located on the southwest corner of North Eighth street and Ft Wayne avenue, and is occupied by a number of business concerns. All are under one roof with no fire wall partitions in the top story, Into which the flames
spread after gutting the bedroom of Mr. and Mrs. Harry Scott, who are not in the city. When Chief Miller arrived on the scene he at first thought the building was doomed, as did many tenants, but the flames in the Scott apartments and in the attic
were subdued after a hard fight. The

From this place ,of .vantage, she refused to descend and threatened to jump off if any one attempted to bring her down. It was finally necessary to summon the police, patrolmen Remmert and Vogelsong .responded. Wflh ladders they climbed to the roof from opposite sides of the house, both seizing the woman as she attempted to leap to certain teath. vWlth -extraordinary strength, the woman -then gave battle to the officers, scratching and biting both of them and kicking Remmert in the head after Vogelsong had thrown, her on her back. Two neighbors then came to the aid of the policemen and all four wete finally able to carry the wildly struggling woman down a ladder. She screamed and fought the
