Carson's Speech Pleases Tory Members But Nationalist Papers Call Oration Outburstof Bombast. BELFAST, Ireland, July 15. Deteplte taut tension and threats of civil iwar between the Ulster Unionists and 'the Irish Nationalists tranquility -was reported throughout the province today and many of the special police who were sent here and to other com inanities to preserve order during the celebration of the anniversary of the Battle of the Boyne -were sent home. Noisy celebrants were in the streets throughout the greater part of the night, but their actions led to nothing serious. SENATE MAY ASK DANIELS TO EXPLAIN
WASHINGTON, July 15. A resolution asking Secretary of Navy Daniels to inform the senate concerning the report that Ensign Richardson, United States Navy, had ordered the execution of a number of Mexicans at Vera Cruz, was offered in the Senate today by Senator Poindexter, of Washington. It went over until tomorrow.

Young: Man Jealous About
Girl Kills Rival in Cornfield. ; . MOUNT HOLLY, N. J., July 15. Cringing in his cell and moaning In horror at the death chair, 27-year-old Edgar Murphy who confessed last night that he had slain 17-year-old Herman Fisher In a fit of insane jealousy, was in a state of collapse today. After making his confession Murphy remained in a swoon and had to be treated by a physician. Following a thrilling third degree examination, the self-confessed murderer flung himself to his knees and with the tears running down his face, told Ms story. The confession in part follows: "I have an affection for Ida Wilhelm which I cannot shake off. When I learned that Herman Fisher was with tee girl last Saturday night, I decided to kill him. When I left my home I took the suit case and gun with me. I used the suit case to conceal myself from persons passing before Fisher arrived. "I knew Fisher would pass through the cornfield on his way home. For more than an hour I lay in ambush awaiting for the opportunity to shoot him. When he finally appeared I fired two loads of shot into his body and killed him instantly."

FLUSHER SAVES MONEY IN STREET DEPARTMENT
The efficiency of the new street f lusher is clearly shown in the report of the street commissioner, Mr. Knollenberg, for June. Thirty-one and onehalf miles were flushed, the time required being 682 hours, at an average coat of $9.68 a mile, which estimate included the cost of water, although until the first of July the city was not compelled to pay for the water it used. The report In detail follows: Cost of street repairs, $446.19; street cleaning, 897 loads, cost, $1120.44; cost of work on dumps, $107; ashes removed, 1113 loads, cost $804.10. Average cost 72 1-3 cents a load and 5 loads a day. Cost of sewer work, $55.37; expenses of street roller, $46. City Plant Expenses. The following were the items of expense in the operation of the municipal plant in June: Material used, $1,139.26; for. street and commercial arcs, $17.86; material used on line, $471.93; arc lamp repair parts, $3.75; -meter repair parts, $15.01; meters installed (97), $972.70; miscellaneous expenses, $4.47; transformers (1), $25.02; total $2,650.00. Health Department. Dr. S. G. Smelser, city health officer, submitted the following report for June: Scarlet fever, 9; chickenpox, 1; measles, 1; typhoid fever, 1; births 34; deaths, 20. Meat Inspector. Meat Inspector Charles Pittman made the following report of his June work: Animals inspected and passed
for butchering -cattle, 176, calves 95, hogs . 119, lambs 70. Two bulls condemned. Crematory Report. H. A. Besselman, crematory superintendent, reported 642 yards of garbage consumed, 43 animals cremated and a payroll of $442. Dairy Inspector. Dr. Lou Clem, new dairy inspector, submitted his first monthly report which shows that he not only performed all the functions of his predecessors but in addition did chemical analysis work for the health officer and performed veterinary services for horses of the fire departments. His report follows: Inspections Dairies 24, hotels and restaurants 19, groceries and meat markets 38, bakeries and ice cream manufactories 22, total 125. Fourteen horses treated and three samples of
well water tested. He also found time . to make five visits to stockyards. Sanitary Officer. O. E. Mashmeyer, sanitary officer, reported ten houses carded for contagion, eight houses fumigated and 37 vault ordered cleaned. Building Inspector. Harry Hodgin, building inspector: June report Is as follows: Permits Issued, building 25, wiring 38, heating 11. . Total 74. . Total fees, $75.85. Cost of new buildings $19,000. Three fires with s loss of $180. Inspections Buildings 45. wire 61. others 38. Total 144. City Engineer. City Engineer Charles reported a number of Improvements completed last month, including cement curbs and gutters on North Eighteenth street and the cement roadway on North Tenth street Controller's Report. City Controller McMahan showed that the first of the month the financial condition of the city was satisfactory. The total appropriations for the year amounted to $245,209.87. SIX DRILL TEAMS SEEK ELKS' PRIZE DENVER, Colo., July 15. The maneuvers of drill teams from six cities and preparations for tonight's illuminated automobile parade held the interest of the Elks attending the annual i. ssion of the Grand Lodge of that organization here today. Teams from Detroit, San Francisco, Oakland, Cal., Rochester, N. Y., Great
Falls, Mont., and Boulder, Colo., competed in the Broadway Hall park for prizes amounting to $1250. An effort to curtail the power of the Grand Lodge by extending state's rights to lodges will also be made. Grand Exalted Ruler Leach has also asked that the population requirements of cities asking Elks lodge charters be lowered from 10,000 to 5,000. The annual parade of the Elks will be held tomorrow and more than 15,000 are expected to be in line.
