PULLMAN COMPANY INCREASES FORCE ' CHICAGO, July 15. That the Pullman company at West Pullman has ibandoned its retrenchment policy and is gradually taking back former employees who were laid of! recently was the statement of company officials today. All work done in the making of said described public improvements, shall be in accordance with the terms and conditions of the Improvement Resolutions, as numbered, and the detail plans, profiles, drawings and specifications which are on file and may be seen in the office of said board of public works of the city of Richmond. The bidders, in submitting proposals to make said described public improvements, must accompany each bid with a certified check in the sum of 2 per cent of bid, as evidence of good faith that the successful bidders will execute, within ten days from the acceptance of proposals, contracts and bonds satisfactory to the said board to do the work of making said improvements.
