'Months' Report Show New

Code Value. Building operations in Richmond tor the first six months of this year ere below normal, according to the ftrst half year report of Building Inspector Hodgln, made public today. ( There were 140 building permits Issued by him, an average of twentythree a month. The total coat of the construction of new buildings and the remodeling of old ones was $145,000. a Only a few business houses have been constructed since January first.

nine-tenths of the new buildings being residences. One gratifying feature, however, is that, at least, ninety per cent of the residences constructed were to be the homes of their build

ers. The average cost of these new residence was $2,000.

The benefits derived from the new building code have also ben demonstrated the first six month of its operation, as the new buildings are much better constructed and as a rule the material used has been of better qualfty. Since January first Hodgin has issued 185 wiring permits and 35 heating permits, and has made a total of

pam in to meet the salary of the inspector, $1,000, and there will be a balance of $200 left in the treasury. Since the first of January there has been only 46 fires, an average of less than eight a month, with a total fire loss to buildingB of only $4,500, a remarkably small amount and a figure "which will probably stand as a record for cities the size of Richmond in the United States.

E. J. Taylor, representative of the Lungmotor company, gave a very interesting demonstration of the use of that life-saving machine to policemen and firemen at the city building this morning, and this afternoon attended a meeting of the Medical society to give another demonstration. Firemen and policemen found that while they had set up the machine as It should be, and on the two- occasions It had been : used had applied it to

the patient properly, neither patient had been placed In a position in which the machine could be used to the best advantage. It was also learned that the machine should always be ready for instant use, and not put together after arriving at the scene of the accident. "One thing I want to remind you fellows of," said Mr. Tyler, "is that after the heart has absolutely ceased beating, further attempts to save the life of the patient will be fruitless, but frequently when it is believed the heart has ceased beating it is still fluttering slightly, in which event the patient can be saved. Never give up a patient for dead, even though a stethoscope does not indicate heart action, until the color of the skin shows beyond a question of doubt that there is no life."

Another Fairvlew Improvement association has disbanded. When members of the youngest of the city's civic organizations met last night, they wrangled, they disagreed

and .squabbled, finally . agreeing to let the association die. Lack of co-operation and Inability to agree on common ends toward which to work are given as the causes for the failure of this last attempt, . The organization was perfected in April with F. A. Brown as president; gathering together the remnants of other improvement societies in that neighborhood and trying to bind them into an organization to work for the betterment of that section of the city. The first meeting was an enthusiastic one. There was a decided falling off of attendance at the May meeting, although . a few persons turned out. When the time came for the regular meeting June 26, a stormy, cloudy night kept all but Jwo members away.
