BILL FOR
PROVIDES "CASH ARMOR PLANT
WASHINGTON, June 23. The t first tep toward the construction of a (government armor plate plant, to manufacture the vast amount of armor plate Used In the building of the nation's warships, is provided for in the naval ippropriatton bill. This bill autihorIzes the creation of a committee to Investigate and report upon plans for building an armor plate factoryao be Operated byiUncle Sam. The idea is largely that of Sec
retary of war Daniels, who became coninced soon after he went into office that the United States would save a large amount of money yearly were it to make its own armor plate. Mr. Daniels became convinced that in the past high prices have been paid to the "armor plate trust," and that the best way to curb the alleged trust was to have Uncle Sam get into competition with it. The Daniels suggestion was taken up in Congress and sentiment finally crystalized to the extent that a section was inserted in the annual naval budget providing for a try-out of the plan. This provision of the naval budget was recently agreed to by the house and senate conferees in charge of the naval appropriation bill and was approved by the two houses themselves. The com
mittee is duly created therefore, and probably will get down tqf work in a few weeks to carryout the work imposed upon it.
