The Colorado War While the A-B-C mediators at Niagara are trying to arrive at a settlement of our war with Huerta, Congress is endeavoring to get to the bottom of our war in Colorado, in which many persons, including women and children, have

been murdered. From present indications, it appears that when the investigators get to the bottom, they will find the whole thing resting upon Mr. Rockefeller, owner of the mines. Mr. Rockefeller has endeavored to step from under the responsibility for the affair by saying he had delegated authority to his employees and could not be held responsible for their doings. He seems to have forgotten he had the right to remove those same employees the moment he found them pursuing the wr6ng course. Because he left them in their places, even after their actions brought on a bloody war, he tacitly agreed with their policies. Mr. Rockefeller has appealed for support on the grounds of the "sacred principle" that every individual has the right to work for whom he pleases under any conditions desired. This "principle," in scientific circles as dead as Adam Smith who gave it the dignity of an economic theory, has been discarded by- mine owners in other states as unworkable. Mr. Rockefeller is not a hardy industrial pioneer: he is an industrial laggard, so far as this matter is concerned, and has received scant sympathy even from such economists as Professor Seligman, who is by no means prejudiced against capital. Mr. Rockefeller has claimed to run an "open shop." This has been absolutely disproved because union men were forbidden to work in his mines, a thing not in harmony with "open shop," a policy that means employing both union and non-union workers. At other times Mr. Rockefeller has sought exculpation behind cover of the charge that the

miners were the "off-scourings of Europe," and therefore brutal and vicious, thus insinuating they were to blame for initiating the trouble. But this again is a sleazy covering because these miners are the very persons Mr. Rockefeller himself imported as strike-breakers to take the place of the organized American, Scotch and Welsh workers, which he had ousted some time ago. Inasmuch as they are the concoction he forced down other throats, he has no right now to wince when obliged to take his own medicine. The story of the Colorado mines is one of horror, even if not a drop of blood had been shed. So tight a grip did the mine operators have upon the community, political liberty was almost entirely destroyed. Miners were obliged to buy from the company store, live in company houses, and to surrender practically every civic right to the all-powerful corporation. Driven to desperation at last by such a state of peonage, they organized and made seven de-

I mands of their employes. Of these seven rights demanded, FIVE were already provided for on

the statute books of Colorado, carrying heavy penalties for failure to comply. . This state in which men are obliged to fight for rights already provided for by law may call itself Colorado, but a better name would be Anarchy.

Mrs. Fred Gray and daughter, of Winchester, spent Wednesday with Mrs. Jennie Scarce. Miss Olive Hunt will represent the Friends' Sunday school at the convention at Hageretown this week. Grandma Pierson, who has been quite sick, is reported as being better. Mr. and Mrs. Brooks, Mr. and Mrs. L. O. Anderson and Mrs. R. B. Boren motored- to Hagerstown Thursday to attend the Sunday school convention there. Mr. Schaffer, of Chicago, has been visiting his mother, Mrs. Appey, who has been very sick. Mrs. Ampey will soon have reached her ninetieth birthday.

WORKS BOARD ROUTINE MATTER

Morton Lake This city has almost as much cause to be proud of the boosters who have twice devoted a day to arousing an enthusiasm for Richmond's new Morton Lake and Park as for that splendid new undertaking itself. This is saying much because it is evident that the city has a right to expect great things from the project. It will give the people a healthful, attractive and convenient place to swim, boat or play outdoors. It will satisfy the normal boy's hunger to be near the water and yet make it safe for him. It will furnish camping grounds for those who seek the health and pleasure of outdoor life, but cant leave their local affairs. Best of all, it will transform the north end of the city. Better streets will be laid, better houses built, new community pride will be developed, yards will be sodded, trees set out, flowers planted and many other things done toward making life more livable in that quarter. All this, of course, cannot be done instanter. It will require time and effort. It will require money. But even so, every citizen can be a booster. If he can't give his financial support, he can give it a good word, a thing that is sometimes of more worth than money.

An inspector of the office of the state factory inspector after a visit to Richmond sustained the complaint of the four girls employed in the trimming room of the Westcott Motor Car company who were forced to quit work because of the smoke which

poured into their working place from the test room below. Written demand will be served on the company to check the smoke nuisance and twenty days will be given to comply with this order. The girls said that some time the smoke in their room was so thick that the windows could not be seen a distance of five feet from them.

The board of works today approved the bond filed by Cronln ft Meredith for the paving of North Seventh street from A street to Fort Wayne avenue with brick. Resident property owners on that street who wanted aement paving are still greatly aroused over the victory of the brick advocates, and the board learned today that these people were seriously considering asking the circuit court to restrain the city from putting down brick paving. Attorney William Kelley, representing the people who petitioned for a cement roadway, stated, however, that he had not been instructed to bring injunction proceedings. Notwithstanding that seven of the twenty-one resident property owners a few days ago petitioned for a cement roadway in an alley between Richmond avenue and Randolph street, from West Fourth street to West Fifth street, nineteen of the twentyone today remonstrated against the improvement and the board took no action on the matter. A resolution was adopted for placing a concrete floor on a bridge in Glen Miller park. The primary assess ment roll for cement walks on North D street from Ft. Wayne avenue to Sixth street, was approved. Cost property owners, $806.18. city $92.06. The board today decided to have Prof. Harry Holmes, of Earlham college, make tests of all oil to be used on streets to be improved under the public contract, to be let soon.
