Manual Work of City Schools Shown at High School Thursday

VERA CRUZ, May 12. General Rublo Navarette, one of the foremost military men in the service of the Mexican government, has taken charge of the Federal troops around Vera Cruz, and is making aggressive plans to block any forward ; movement of the Americans. General Navarette is a (former companion in arms of General Huerta. Not only is he a graduate of Chaputtepec Millitary academy, but his education In warfare was polished off with a term in the French army. 'Navarette is the man we have got to look out for," said Brigadier General Frederick Funston, the American commander in chief, today, as he scanned a big military map on the wall of his headquarters, showing the disposition of Mexican troops an the inland sides of the city.

Although General Gustavo Maas is supposed to be in command of the

Mexican Federals stationed west of Vera Cruz, he has given way to his

more energetic and aggressive divi

sion commander, and Maas"1 likely will

be recalled to Mexico City. Make Careful Survey.

Daily tours of inspection are made

among the Mexica outposts by Navarette, who is a wiry, alert man, with a keen military manner and snapping black eyes. He has planted artillery behind screens of chaparral and has dug secret trenches along the ridges of Sandy hills, but these would be offset by the extensive precautions

The annual exhibit of work of the schools of the city will open at the high school art gallery Thursdayevening. A concert by the orchestra, assisted by Mrs. Fred J. Bartel, vocal, and Miss Carolyn Hutton, violin, soloists, will be a feature. All manual training departments of school will be in full operation on this night, affording patrons of the school an opportunity of seeing these departments at work. The exhibit will Include work of the schools from the grades to the high school. Freehand drawing, mechanical drawing, painting, cooking, sewing,

benchwork, forging, printing and all phases of manual training work. The

Reports of the unerring aim of the Americans are spread in such a manner as to reach the Mexican officers. There was a cessation of the heavy firing at Tampico during the night, it was reported by wireless messages from that port. Previously the American -wireless apparatus her picked up messages between General Huerta and General Zaragoza, the federal commander in Tampico, but during the past twenty hours no such messages were in evidence, indicating that wireless plant of the Federals at Tampico has been smashed by the artillery fire of the Constitutionalists. It is again reported by refugees tftat General Francisco Villa, the Constitutionalists' commander in chief, is either at Tampico or is on his way here.
