No Change in Policy Because of Intervention Is Contemplated The European powers do not contemplate taking any action to interfere with the United States' decision regarding Mexico. Correspondents asked the foreign offices of the various nations yesterday for" statements on the matter. The view generally expressed was that the powers will allow this country to have a free hand In dealing with Mexico. SPAIN HOPE8 FOR PEACE.

Is Concerned Mostly for Her Subjects In Mexico. BY LEASED WIRE

MADRID, April 23. Te government's interest in the Mexican situation is naturally predominantly concerned with the fate of Spaniards in that country. Premier Dato expressed his gratification at the willingness of the United States to protect the subjects of Spain. More than 600 Spaniards have been repatriated on the initiative of Spain, but the safety of

many of them depends upon (Generals Carranza and Villa, and for this reason the intervention of the United States is of paramount importance.

PARIS, April 23. The French for-j

eign office refuses to make any official statement in reference to American intervention in Mexico. Persons of authority in government circles expressed the view that France is not

called upon to criticise the action ofl

the United States, as it is felt that such action is certainly based on the highest considerations of what is best.

international questions, nut the following may be taken as Italy's attitude in the dispute between the United States and Mexico: Italy is only indirectly interested, as see has no commercial interests in Mexico and the Italians there are not numerous. Those who are there will be sufficiently protected by the United States. Italy does not expect that the conflict will lead to international complications and will not adopt any isolated policy. She has exchanged views with her allies, Austria and Germany, and with England, and will merely watch developments. BRITISH VIEW UNCHANGED. LONDON, April 23 The foreign office adheres to the attitude in regard to Mexico which was adopted at the outset of the trouble between that country and the United States. Additional proof that no change in this at

titude is contemplated is furnished by the fact that Sir William Tyrrell, senior clerk in the foreign office and private secretary to Sir Edward Grey, the foreign secretary, accompanied King George and Queen Mary and the foreign minister to Paris. Sir William would not have left London if any action was contemplated by Great Britain. GERMANY TO BE NEUTRAL. BERLIN, April 23. The German people and the newspapers are taking a deep interest in the Mexican situa

tion. The papers display prominently the latest news, but are reserved in their comments. The officials of the foreign office decline to make any statement as to how Germany views the latest action of the United States, but a high official made the following statement: "In the conflict between the United States and Mexico the attitude of Germany will be one of the strictest neutrality. Germany takes the stand that it would serve German interests most and best if order was restored in Mexico as soon as possible.

BY LEASED WIRE WASHINGTON. April 23. The government's finances are considered to be in excellent condition. The treasury officials informed the house leaders that there will be no occasion for six months at least to worry about raising a war revenue. Chairman Underwood, of the ways and means committee, said: "No plans are being considered for raising a war fund. I have consulted with the secretary of war and secretary of the navy and they both assure me that the current appropriations for the army and navy will be sufficient for present needs. Secretary Daniels told me it would cost no more to maintain the navy and the marine corps in Mexican .waters than in the waters of the United States. Easily Raise Fund. "If we are forced into a prolonged war with Mexico, which I do not be-

lieve will happen, we can easily arI range to raise the revenue necessary i to finance it by the same measures as

were taken during the Spanish-American war. The extraordinary taxes then imposed increased the revenues of the government approximately

$100,000,000 a year and the same taxes applied today would yield even a larger return." There was talk of a new issue of $200,000,000 of bonds out of the authorized issue of $240,000,000 Panama

canal bonds, which are still in the i treasury, but Secretary McAdoo authorized the statement that no such action was planned. The bonds are available at any time and can be is- ;

OLD COMPANIES TO PAY WAR POLICIES

BY LEASED WIRE NEW YORK, April 23. Every line insurance company in America will pay in full all death claims arising from the deaths of policy holders who may die in the military service of the United States in Mexico. This was announced by W. M. English for the executive committee of the National Association of Life Underwriters. Formerly all insurance policies exempted the companies from risks incidental to military service unless specially contracted for. At the time of the Spanish war many companies held to the old rule. Some then waived it, a few retaining it as a feature of their contract.

public that have such an Interesting

history as the city of Vera Cruz. Owing to its mercantile movement, it is the first port of the republic. Very Cruz has more than 23.000 inhabitants. It is 426 kilometers from Mexico City by the Mexican railroad. The road was commenced in the year

use i 1842, and the construction took place

aunng a penoa oi tniny-rour years. The works necessary for dredging the bay and the breakwaters for securing the safety of the port were under construction for more than three years. The complete area is about 570 acres, and now the port is in a condition to receive steamers of deep draft and heavy tonnage. The construction of the port works cost the federal government $26,704,782.86. The improvements were, inanugurated on March 6, 1902, and have made Vera Cruz one of the most beautiful ports on the Mexican coast, and where steamers of large draft can enter and be securely sheltered during great storms. Vera Cruz is distinguished from the

'other towns of the republic on ac

count of its crooked streets and nar

row lanes which run from the broad streets constructed symmetrically at right angles. In the commercial part of the city the houses are of two and three stories and well constructed. Among other edifices may be mentioned the municipal palace, the parish church, the market, the Dehesa theatre, the Hospital Zamora, the Cantonal school, and the church of San Francisco, to which is joined the public library,

the

famous Juarez light.

The Inhabitants of the port are occupied with the business of exportation, importation and the commission business. There are also cigar and cigaret factories, match, soda water, ice and furniture factories. During the war between Mexico and the United States, General Scott, with an army of about 12,000, landed in the vicinity of Vera Cms on March 9, 1847. He immediately invested the city, which, together with the castle of San Juan de Ulua, contained a garrison of about 4,500. On March 22. assisted by a fleet under Commander Perry, he began a terrific bombardment, which continued almost .unabated for four days. On March 29 the Mexicans surrendered. The Americans lost 11 killed and 56 wounded and the Mexicans fully 1,000 in killed alone.
