DOUBLE OPERATIVES ABOUT WHITE HOUSE Precautions Taken to Protect Wilson, Bryan and Mexican Embassy Officials.

Secretary of State Bryan has organized an fcrmed bodyguard, additional secret Service operatives have been detailed jo watch over President Wilson, the Uniformed police and plain clothes tnen on duty about the White House and state, war and navy buildings have been established at the Mexican embassy. Secretary Bryan has had several of the special messengers of the state department sworn in as deputy marshals in order to permit them to bear arms and serve his personal bodyguard. It was given out today this precaution was taken because of a report that a crank had been in the department seeking to do Mr. Bryan injury. Regardless of the quiet state of public feeling the state department thought best to offer protection to the Mexican embassy. No formal suggestion was made to Charge Algara, but unostentatiously a number of plain clothes men were sent tft-keep watch around the big red brfik- embassy in I street. Extreme precautions were taken to protecCfee cipher rooms in the state and war departments, the guard under whose supervision the corps of trusted operators work being doubled. Detectives of the Metropolitan police force loitered about the entrances of the buildings and the neighborhood of the xecutive offices was soon thick with them.

Secretary Garrison, Assistant Secretary Breckinridge and General Wither spoon, chief of staff, held a war council lasting several hours. A high army officer, who visited the department early today, intimated that when the order is given the entire army will be sent into Mexico. This means thaf there will be Bo small detachments sent over from time to time, but that one grand and swift swoop will be made upon Mexico by an irresistible force.

Snipping and occasional firing from the houae tops at Vera Cruz continue, according to a late dispatch received from Admiral Badger by the navy department today. Reports were also received that the Mexicans under General Maas have concentrated at a point twenty miles from the city.

Special Correspondent of the International News Service With Atlantic Fleet. VERA CRUZ, April 23. Rear Admirals, Badger and Fletcher received reports that General Gustavo Maas, Federal commander at Vera Cruz, who fled at the approach of the Americans, is trying to reorganize a Mexican army near Torjeria, about ten miles northwest of the city on the railway line leading to Mexico City. It was said that Maas had called upon the Federal garrisons at Orizoba and Puebla Cordoba to send reinforcements and field guns.
These, reports did not cause the American naval authorities much anxiety, but they did have the effect of Increasing the watchfulness of the invading forces. Double lineB of sentries were posted along the railway terminals in the western part of the city with orders to report at once to the military authorities at the United States consulate If they saw any large bodies of Mexicans. The flag of Rear Admiral Badger now floats from the Minnesota, which he has taken for his flagship. Guns from the newly arrived battleships are being posted on the flat roofs of the business houses. Sunrise found the roof of the parochial church, the latest building in the city, swarming with bluejackets, all ready to pick on any Mexican "snipers" that might show themselves. . A serious situation confronts the people of Vera Cruz." With business paralyzed and stores closed, many families are without food and appeals have been sent to Consul Canada for relief. Hundreds of families were driven from their homes by the fighting in the streets and are camped upon the sandy plains flanking the city without food or shelter.
WIFE TO DRAW PAY
Mayor Robbing Gives Brannon Orders.
Henry Brannon, charged with public intoxication, sobbingly pleaded with Mayor Robbins this morning for "another chance," and got a suspended sentence on his promise to permit his wife to draw his weekly pay envelope in the future. Brannon, full of booze, returned to his home last night and raised a disturbance. He was ordered out of the house by his father-in-law. He then threw rocks at the house and was arrested. After his release he kissed his wife and young baby, and told her he would be a good husband in the future. "You draw the pay in the future, Mrs. Brannon," said Mayor Robbins. "If Henry does not behave he will be brought here and given the limit." "He won't be bad any more," asserted Mrs. Brannon.

ship Arkansas Is going to Tampico tonight. Reports have reached the Terminal hotel, where Admiral Fletcher has his headquarters, that an attack by troops under General Maas may be expected within a short time. The list of dead and wounded in the fighting of Tuesday and Wednesday was revised today. It now contains a list of eleven dead and fiftyfive wounded. The error in the records resulted in the earlier reports that twelve had been killed.

FORGER GETS CASH BY BUYING RANGES
First the Peter Johnson company delivered a cooking range to the home of William O. Miller, 407 North Fourteenth street, a bachelor who lives with his mother. Just as the Johnson wagon was relieved of its burden, along came the delivery wagon of the Weiss Furniture company, and its driver started to unload a range at the Miller home. ' "We didn't order any stoves," expostulated Mrs. Miller. "We have a perfectly good one." Both drivers then explained that Mr. Miller had given the orders, but returned the ranges when Mrs. Miller
explained that there had been a mistake. An investigation by the police later revealed the fact that the bombard-
; ment of the Miller home with cooking ; ranges was the net result of the operation of a clever forger, who secured ' $44 he was not entitled to and who is ' now numbered among the missing. He passed himself off as W. O. Miller, but his real name is unknown.
Presents Check." The forger first called at the Johnson store yesterday morning, selected a range and presented a check on a Winchester (Ind.) bank for $74.50, purported to have been issued by a Winchester business man. He said he was W. O. Miller, a railroad conductor.

The forger is described at five feet eleven inches tall, weight 175 pounds, blue eyes, blonde, smoothly shaven and wearing a derby hat and a dark suit of clothes. He is probably miles away from this city at the present time. The case was not reported to the police until late yesterday afternoon.

ALARMED BORDER OVER WAyUTLOOK Consul At El Paso Urges Countrymen to Refrain From Violence.

Conditions along the border, already criltcal as a result of the seizure of Vera Cruz were rendered more serious today as a result of the action taken by General Carranza in declaring the action of the American government unjustified. Senor De La Sierra, the ConsUtutionallst consul here, issued the following appeal for peace and order to Carranza's followers in El Paso and along the border today: "In view of the critical situation which confronts the Republic of Mexico in its relations with the United States and considering that in so delciate a situation the Mexican people should observe a decorous and serene deportment in accord with the culture and patriotism of the civilized people of the world. "This consulate, notwithstanding the serious situation which recent occurrences have led to, hopes all Mexican residents of the United States will give proof of culture and patriotism, without' minimizing the National dignity, by respecting the local laws and observing perfect order."
FIREMAN INJURED Everett, Ogborn, a member of the No. 1 hose company, was painfully injured yesterday. Chief Miller reported today, when "Jim," one of the veteran fire department horses, fell on North E street in a run to a fire on North Sixteenth street When "Jim" went down, Ogborn jumped off the wagon to help the big fellow to his feet. "Jim" was Impatient, however, to get on his feet and continue to the fire and in his struggles crushed Ogborn's foot..
