FEDERALS REPORT COMPLETnRIUMPH Mexico City Announces Defeat and Slaughter of Villa's Rebel Army.

REPORT IS DOUBTED

WASHINGTON, March 27. The Constitutionalists have been defeated in three battles in Mexico within the past week, according to official advices received at the Mexican embassy here today. The reports sent by the Mexican consul general at El Paso, Texas, indicated that the rebels had been driven out of Torreon and decisively defeated near Monclova, where they lost more than a thousand men. The dispatch read: "Rebels decisively defeated at Torreon, being driven back with great loss. Government has rushed 5,000 troops from Saltillo. Rebels also defeated near Monclova, losing more than a thousand men. Government troops victorious in state of Tamaulipas, where rebels have been defeated In several minor engagements." "COMPLETE TRIUMPH." MEXICO CITY, March 27 Minister of War Blanquet announced that the Federals had won a complete victory over the rebels at Torreon. He issued this statement: "I can't give details, but the triumph of the Federal forces at Torreon is complete." 1 The statement was accepted with reserve, as the International News Service learned that the wires to Torreon were not working today, and that communication with that city was maintained only ten minutes on Thursday. The message received by the povernment at that time was kept secret.

BOMBARDMENT OPENS. EL PASO, Texas, March 27. General Villa has abandoned his attempt to take Torreon by storm and is again bombarding the city with his big guns, hoping to force the surrender of General Velasco by shattering his fortifications and .rendering his artillery useless, according to the latest news received by the Constitutionalist officers at Juarez. TOREON IS BURNING. EL VERJEL, Mexico. March 27. Torreon is on fire in many places. Shells from the rebel guns have started flames in the eastern part of the city. The Federal loss in the battle of Gomez Palacio on Thursday was enormous. Fully 800 dead are lying on the field. As many more are wounded. The rebels lost about 200 killed and 200 wounded.

BIG REBEL VICTORY. EL VERJEL, March 26, via Juarez, March 27. (Delayed by censor) The Constitutionalists won a sweeping victory today, capturing Gomez Palacio lifter one of the fiercest battles that has taken place in the campaign against Torreon. The loss of life upon the Federal eide was heavy, but the number Is not known. The Constitutionalists lost heavily in killed and wounded, particularly in the last charges, but until the dead and wounded are gathered no estimate can be made. "We shall kill or capture the Federal troops in Torreon," said General Villa today. "There is no chance of their escaping." Reports that the Federals have been reinforced from Saltillo were denied by Villa.

The first test of strength today between the administration and the opponents of the proposal to repeal the free tolls clause of the Panama Canal act indicated that the supporters of the President will be able to secure enough votes to pass the repeal, although where the administration has claimed a majority of 75 to 100, the vote on the issue of ordering the previous question on the report of the committee on rules showed only a majority of 31 for the President. The previ ous question was ordered, "ayes" 207, "noes" 176. The usual Democratic majority in the house is 147. Prolonged applause greeted majority leader Underwood as he arose to speak on the rule. He said: Underwood Against Bill. "I am opposed to this repeal bill. I am also opposed to the rule for its consideration. I regret that the bill is before the house. I hope it will be defeated. But the President having laid this important question before congress it must be considered, but it ought to be considered in the proper way. I have always endeavored to live up to and sustain my party's platform. "The majority of the house has the right to legislate but the minority has the right to be heard and propose reasonable amendments." Rep. Hardwick of Georgia, Democratic, of the rules committee in closing the debate for the rule, assailed Speaker Clark for his statement attacking the rule. Rep. Henry then moved the previous question on the rule and the roll call was ordered.

KEITH CIRCUIT HEAD DIES AT PALM BEACH

PALM BEACH, Fla., March 27. The body of Benj. F. Keith, the noted theatrical owner, who dropped dead at midnight of valvular heart trouble at the Breakers hotel, was taken back to Boston today by his son, Paul Keith. The funeral will be held in Boston.
