GRAY'S'UAVALPOLICY" OUT OF HARMONY (Continued from Page 1.)
"Mr. Gray, in my opinion, has inulted union workmen of Richmond by his wllfull mininterpretation. of the petition sent to h1 and the accompanying letter. , , all stand for peace, and we know that the United States, as a world power, to maintain peace, must have a large navy. We will all welcome the day when the nations of the world disarm, but until that day we stand firmly for the policy of a navy large enough to insure our national defense and honor. "Mr. Gray says he can not accept the petition we sent him as reflecting the sentiment of the 'laboring people of Richmond.' Without risk of contradiction, I can assure him that if the members of the local Trades Council had taken the trouble to do so, we could have secured the signature of every intelligent, patriotic citizen of Richmond to the petition we sent him." Impugn Gray's Motive. Quite a few union workingmen frankly asserted today that Mr. Gray had resorted to a cheap political trick by attempting to show that he was a peace advocate and the workers of this city had been rebuffed by him because they were "jingoes." Two of them called attention to a press dispatch published in this morning's newspapers that President Wilson had formally indorsed Secretary of the Navy Daniels' program calling for the construction of two battleships this year. "That shows that Mr. Gray is once more out of harmony with the policies of the Democratic party," was the way one of these men put It.

DENIES BULGARIANS KILL DEFENSELESS
Jim Crist, leader of the Bulgarian colony in Richmond, who acted as special representative of his allies during the war with Turkey, today entered a denial to the allegation that his countrymen had killed defenseless men and women. He said his countrymen used the methods of Christian warfare. Attention was called to the death of Grosde Koleff and Marko Isvanoff, two local Bulgarians, who were with the army at Saloniki. These men, so Crist said, were on a 6hip which the Greeks burned. Greeks are attempting to foist their customs on the Macedonians, to which, according to Crist, his nation will fight to prevent.

Ellsworth Bass, secretary of the Central Trades Council, Is In receipt of the following answer from Finly Gray, anent the recent resolution of that body favoring an increased navy: "I have your letter of the 21st inst, enclosing a petition signed by yourself. R. G. Leeds, E. H. Harris, L. M. Feeger, W. R. Poundstone and others as representing union labor at Richmond, and asking for the construction of battleships to furnish employment to labor. In response thereto I must advise you that I have already on full consideration opposed this policy and defended the American workmen as against this claim as coming from them, and that I am sustained in the position I have taken, not only by organized labor in this country, but by the organized trade unions of the world. "I have presented your letter and petition both to the United States department of labor and the American Federation of Labor, of which Hon. Samuel Gompers Is president, and I am constrained to advise you that your letter and petition have been repudiated and resented as coming from organized labor, and especially discredited as representing any sentiment as coming from the American workingmen. Outlines Defense. "I quote from my remarks on the naval holiday resolution in the house of representatives, and cite you to page 310 of the current record of congress in a full statement of my defense of the American workingmen as against the construction of battleships to afford labor employment, as demanded in your letter: " 'Child labor, the sweatshop system and many of the villainies against men and society have long been defended upon the ground of furnishing employment to labor, but this is probably its first use to justify a policy of war and human slaughter. I deny that the laboring men of America stand for war. I deny that the laboring men of America are asking for human bloodshed to secure employment. I deny that the laboring men of America are asking for the destruction of human life that they may secure wages. Of all then, let it be said, to the honor and credit of American workingmen, they have first stood for peace and against war.' "The resolution for a naval holiday and protesting against increased naval construction, to which I addressed my remarks, was passed in the house of representatives by an almost overwhelming majority. "I quote from the report of the American Federation of Labor delegates to the British Trades Congress, 1913, as showing the attitude of labor abroad against your policy of increasing the navy to secure employment: "'One of the strongest impressions made upon the minds of your delegates while attending the congress was the prevailing sentiment against International wars: There seems to be a general sentiment that tradeunionists would not be pawns in the game of international war as played by political or commercial interests for financial or territorial agrandizement, and that the trade unionists of the world, bound together in bonds of fraternity, strengthened by the an
nual visitations of delegates irom each country to the other, would enter their most protest protest against being rendered as food for the cannon and other implements of war at the behest of their despoilers.' "I also quote from the report of G. W. Perkins, labor delegate from the United States to the Trades Uunion Congress held at Zurich, Switzerland, 1913, as showing the intense opposition of labor in continental Europe against the policy of military extension: " 'Everywhere in Europe and especially continental Europe, there is a strong protest and terriffically bitter feeling against large standing armies. The expense for the maintenance and the upkeep and overhead charges, in Germany especially, is something ap
palling, and constitutes the reason which actuates largely as a protest against the standing army.' "In conclusion, I beg to state that In view of my acceptance of membership on the committee of naval affairs, upon the nomination of the ways and means committee, the endorsement of the Democratic caucus and election by the house of Representatives, especially by reason of my position relative to the increase of the navy; and in view of the overwhelming sentiment in the house of representatives favoring the policy of a naval holiday, for which I stand, and In view of my position, being in full accord with the trades union of the world, and in View of the repudiation and resentment of your position by the American Federation of Labor, and In view of my own personal knowledge of the sentiment among the laboring people of Richmond and the people generally throughout my district, I can not accept your letter and petition as voicing the sentiment of labor in my district as favoring the construction of battleships to afford employment. Most sincerely, FINLY H. GRAY. "Washington, D. C. Jan. 28, 1914."

lf Grandmother's Recipe to Keep Her Locks Dark Glossy . Thick. The old-time mixture of Sage Ta and Sulphur for darkening gray, streaked and faded hair Is grandmother's treatment, and folks are again using it to keep their hair a good, even color, which- ia quite sensible, as w are living tn an age when a youthful appearance is of the greatest advantage. Nowadays, though, we don't hav the troublesome task of gathering the sage and the mussy mixing at home. All drug stores sell the ready-to-use product called "Wyeth's Sage and Sulphur Hair Remedy' for about 60 cents a bottle. It Is very popular because nobody can discover It has been applied. Simply moisten your comb or a soft brush with it and draw this through your hair, taking one small strand at a time; by morning the gray hair disappears, but what delights the ladies with Wyeth's Sage and Sulphur Is that, besides beautifully darkening the hair after a few applications, it also produces that soft lustre and appearance of abundance which is so attractive; besides, prevents dandruff, itching scalp and falling hair.
