Sees Change Ahead. The contract system of garbage disposal has been very favorably advocated, and I would ask the members of council to carefully consider it In all its phases, noting its merits and demerits, thereby placing themselves in knowledge of all the facts pertaining thereto, so that they can act in an intelligent manner if same should be presented to them for consideration. Cured a Severe Backache. ' "I had been a great sufferer with backfhe so thiit I was unable to b?nd. A friend recommended Dr. Joiips' Liniment nd the first application gave me relief. One bottle entirely cured me. "A few days ago a lady called who complained of great pains in her back. I gave her a little of Dr. Jones' Liniment and she was relieved immediately after applying it. We are recommending it to all our friends.' So writes M. P. Stutzman, of Hegins, Pa. Pains in the back are often mistaken for kidney trouble, and so-called kidney cures and plasters are resorted to, which, failing to relieve, only tend to aggravate the disease and prolong the suffering. Dr. Junes' Liniment relieves Jtlieumatism, Neuralgia, Headache, tramps, Colli in Chest, or any pain or ache that can be reached by external application. and hampered by laws and rules which they as members have had to obey, they were not always able to meet conditions as they would have liked to have done. It has been said that "Public health is purchasable. Within natural limitations, a community can determine its own death rate." We are the community, and although we are handicapped by state laws which keep us from organizing our Health Department as it should be organized, yet we can make some advancements for the betterment of our health conditions, even with the inadequate methods which we by state law are compelled to follow, it being our hope that the next legislature will give us more freedom to take care of our own interests as we see is for our own welfare. I will make the following suggestions for you to carefully yiink over, and, perhaps, in time the consideration of them may be of some benefit-to us. Wants Expert Sanitarian. First: Instead of a Health Department composed of three members, one of whom is secretary and who is the nominal head of the city in regard to all matters' coming before said department, and who as I might say receives the mere pittance of only five hundrerl dollars a year for looking after the health conditions of a city of 25,000 inhabitants, and who is required by ptate law to be a physician.
