WASHINGTON, Dec. 17 A reduction of seventy dlf:gats for the lSlt; Republican convention from the number in 1912. '.viLS recommended today in the report of the national committee b3 the sub-committee of nine named to decide the question of representation. The report of the sub committee reconnaended that the basis of representation at future national conventions shall be thirty -five percent of the Hepublican vote of the congressional district at the preceding election. In oilier words, that each state casting over that percentage of its vote for the Republican ticket will be allowed two delegates, whereas It shall be en

titled to but one if the Republican vote falls below thirty-five per cent. The election of 1908 is to be the standard in 1916, because the election of 1912 was held to be abnormal. Affects South. The seventy-two votes eliminated will be lost in the following states: Illinois, too; Kentucky one; New Jersey, one; New York, four; Alabama, Bix; Florida, two; Georgia, six; Lousiana, seven; Mississippi, eight; Oklahoma, one, North Carolina, two; South Carolina, seven, Tennessee, four; Texas, fourteen, and Virginia, five. The sub-committee drew- attention to the fact thai this v iii c at out. a good part of the nouthern representations -which has caused so much trouble at recent national conventions. In addition to the delegates provided for in this manner, each state is to be allowed fond delegate-at-large, as formerly, and each territory, including the District of Columbia, is to have two delegates.

Frank St raver is collecting affidavits of persons to whom Hud Totld, of College Corner, confessed the murder of Mollie Abbott near Winchester, Kentucky, thirteen years ago. Since the refusal of Indiana's governor to sign requisition papers allowing the agent of Kentucky to take Todd there for trial on the murder charge, the Kentucky authorities have asked Strayer to secure such evidence that Todd committed the murder that Governor Ralston cannot refuse to surrender him.

Hoggs of the canal commission today asserted that a Panama railway employe, alleged to have been graft:tig fror contractors who furnished supplies to the government for the fanals, had obtained about $80 000 in commissions from the contractors. Ali though It Is believed this employe had ' no confederates, the war department s is looking into the affairs of the whole commissary department of the canal to make ceitain that no emplojf of the government has been accepting graft. 1 Major Bogus added that the case was brouglit to the attention of the house military affairs committee by a disgruntled employe and the committee put the matter up to the war de- ! partment.
