Guardians of Law Must Face Most Desperate Criminals and Stand Target For Thugs.
Richmond's small boys want to be patrolmen; Richmond's patrolmen want to be most anything else. Every urchin with live American blood tingling in his veins admires a blue uniform and brass buttons. Many little fellows follow the patrolman with longing eyes as he saunters leisurely up Main street, swinging his mace with a nonchalant air. Inwardly they resolve to be big, handsome patrolmen with nothing to do but be on dress parade on all occasions. They do not realize until they are grown men with responsibilities, that the officer of the law has his troubles and that his job is not the agreeable strutting display of glittering brass and blue that they thought it. Police Get Blame. Few of Richmond's patrolmen would join the police force if they had their lives to live over. They say the officer's life is a hard one. If a burglar gets into a house and escapes, the police department is to blame, in the minds of the people. They must have courage to face and mingle with the most desperate criminals, who will shoot to kill when cornered. As they pass through the dark streets and alleys during the hours of the night when other citizens are enjoying their sleep, they are never sure that some thug, lurking in the darkness, is not gting to attack them. One of the essentials of an efficient police department is a thorough knowledge of the entire city by every member of the force. Only long service with transfers to different beats can accomplish this. Know "Tough Characters." Richmond's patrolmen know where the loafers congregate. They know where the "tough characters" stay while in the city. They know all the offenders who appear in police court time after time dining the year. They watch them, and can tell at any time what a certain character is doing and has been doing for some time past. An old offender is brought into police court after being arrested by the night patrolman. The officer who made the arrest does not need to be present. Everyman on the force from the chief down knows the man's record and can testify if necessary. Patrolmen at the union station. C. & O. station and near the interurban station shadow persons whose actions on arriving in the city arouse their suspicions. Strangers are watched and
investigated until the department is ! absolutely, sure they are not crooks. Mo chants; are taken. If a man is seen ! loafing or in an intoxicated condition he is hauled into police court and re-
quired to give an account of himself. If he is not a desirable citizen he is ordered to move on.' Inkling of Law.

Desperate robbers who follow thieving as a profession operate in the business district. They care nothing for human life, and would kill or injure a patrolman for life rather than be caught. Although patrolmen see that their lives would be easier and their pocket-
books better filled had they chosen
some other life work, their experience and knowledge of the city's people makes them valuable, so they remain on the force, almost unknown, and unrewarded for sleepless night, at the expense of a pleasant evening that other men spend at home with their families. This is not the small boy's conception of the patrolman.
