Appeal for a competent health officer was made today to Mayor-elect Robbins in a letter from the West Side Improvement association. The organization points out that one of the chief duties of the new mayor will be to safeguard the health of the citizens. The letter is as follows: Mr. Will J. Robbins, Mayor-elect, Richmond, Indiana. Dear Sir: The West Richmond Improvement Association congratulates you on your election to the chief magistracy of our city, and pledges to you a hearty support in all measures looking to an efficient and just administration of municipal affairs. W would at this time call your attention to the imperative need for an active and efficient city health department. The conditions of modern city life make it impossible for the individual citizen to protect himself and family from contagious diseases adulterated and disease-bearing foods, and the dangers arising from general unHanitaxy conditions. He must rely, in large measure, upon the ability and zeal of the city's health officials. If these are inefficient and lax, we may expect unnecessary suffering and death from such diseases as scarlet fever, typhoid fever, and the numerous others which have been branded by our state board of health as wholly preventable. No more important duty will rest on your administration than the selection of a city health board that will bring to the duties devolving upon it the professional knowledge and skill, the untiring zeal, and the fearless spirit that will fit It to meet the demands of the situation.

LIBERTY. Ind., Nov. 25. Judge Daniel W. Comstock of Richmond, departmental commander of the G. A. R. gave an interesting address last night before members of Duvall Post G. A. R. and of the Women's Relief Corps on the G. A. R. encampment at Chattanooga, Tenn. The meeting was held in the Methodist church and was given by the Men's Brotherhood for the members of the G. A. R. and the W. R. C.
