today addressed the following communication to the four mayoralty candidates: My Dear Sir: With the near approach of the city election, the voters of Richmond are naturally turning their attention to a choice of candidates. As a new comer who expects to make use of the franchise for the first time in the city, and representing as I believe the desire for similar information on the part of a large number of other voters in this

municipality, I am addressing copy of this letter to each of the four mayoralty candidates, to ascertain the position of each on some important questions of public interest. Since coming here, I have noticed with regret evidences of lawlessness and moral delinquencies, due apparently in large part to a loose policy of enforcing the liquor laws and other similar statutes designed to conserve public morals. Believing as I do that the greater problem that can concern any municipality is the proper safeguarding of the moral interests and rights of its people, I am writing to ask for my own information and that of many others similarly interested, as a basis for action in the approaching mayoralty contest, the following questions: 1. If elected, what will be your poIicy relative to the strict enforcement of the liquor laws, especially with reference to the sale of liquor by unlicensed persons, the sales on prohibited days and hours, sales to drunkards and others to whom the sale of liquor is forbidden, and the treatment of per
sons found in a state of intoxication. 2. If elected, what will be your policy relative to gambling, the social evil, and other public evils that, if permitted, would endanger the morals of our people? Appreciating an early reply to those questions, I am. Very cordially yours, S. E. NICHOLSON.

Since Dr. Zimmerman has been Mayor of Richmond, he has not averaged two hours a day at his official duties. He has not even dignified his position by maintaining an office in the City Building where he could be found. The practice of medicine, racing horses at county fairs, running for re-election, operating a livery barn and other private interests of Dr. Zimmerman have come first; what time was left, the Mayor has given to this office. i. The City of Richmond has a population of 25,000; it has fourteen millions in taxable property; the Mayor gets $1 ,500 for being head of this corporation; after January 1 st, 1 9 14 he will get $2,000.00 annually.
