One surgeon will obtain a monopoly of the work by offering a high
er percentage than another surgeon can afford. He may be less competent than his competitors, but secures the bulk of the practice because he buys it from the practitioners. Oi;ntimes he will charge exorbitant rates in order to have a fee big enough to split. By monopolizing the business he wields a tremendous influence over
physicians in his community. When a patient finds he needs an operation he will naturally demand that the best known surgeon do the work. This ties up honest practitioners to a dishonest surgeon. Working the Game. Where fee splitting becomes the rule, the practitioners guilty will find many ways of holding up an honest Surgeon. The practitioner sometimes Will make a charge to cover the entire expense of operation and treatment, telling the patient that the surgeon is to receive $200. But when he comes to settle with the surgeon, he pays him only $100 and keeps the balance. The surgeon believes the patient has paid him only $100, the patient believes he has paid the surgeon $200. Th practitioner has stolen $100. Oftentimes fee splitting will cause operations that are unnecessary. Vfhere , practitioner : refers a case for operation the surgeon is compelled to operate even if he knows it is not

by what it feeds upon.

Where a surgeon has made a- reputation because of the amount of work fee splitting has brought him, he becomes able to extort nigh fees. representations. Fee splitting is the result of a gradual evolution from a practice once innocent,. In the period when specialists were first differentiated from regular practitioners, the attending physician was often engaged as assistant. In

They believe the practice should be given adequate publicity. vIn this way they hope laymen will be on the lookout and demand that the practitioner submit a separate and timezide bill. If it cannot be checked any other way, they will not hesitate to advocate a state law, making the practice a misdemeanor.

Expenditures This Week the Largest in History.
The expenditures of the city during this week are expected to be $15,000, the largest amount ever paid out in one week during the present administration. Of this amount, $3,000 will be paid for 1902 bonds which mature

The $3,000 bond expenditure will be taken from the sinking fund while the balance will be paid from the general fund.

Attention of the Friends of America will be centered on Richmond next month when the permanent board of the Five Year meeting will meet in this city for the transaction of business necessitating the attention of the officials of the controlling meeting of the church.
The sessions will begin Novembers
20 and continue four days. Meetings will be held by the executive committeee, the missionary board and several
other permanent organizations of the
Five Year meetings. These committees meet annually to attend to the business of the general church between the Five Year meetings.
