ROOSEVELT WARNS Colonel Says Other Issues of Election Must Give Way. ROCHESTER. N. Y., Sept. 29. In fcis address before the Progressive State convention Saturday, Col. Theodore Roosevelt declared that in the Elections throughout New York state this fall, "the dominant c:oncern of the people should be to prevent Tammany from obtaining complete control of the state," and that "to this the leaser issues must give way." He argued at length that the present predicament in which the state finds itself public affairs, is due to the failure of the people to elect last fall, e governor and legislature pledged to carrying out Progressive policies. Better Living Conditions. Col. Roosevelt continued: "At this moment the worst menace to all our states Is Tammany hall. In .New V'ork city we Progressives are doing all we can to elect a non-partisan ticket, headed by a truly ProgressiveDemocrat, John Purrey Mitchell, so as to keep the municipal government out
of the hands of Tammany hajl and make it an instrument not only for honesty in municipal affairs but for bettering the living and working con ditions of the men and women who toil with their htwids. "I am not now discussing the mer its of the charges nor the evidence against Gov. Rulzar. All the matters now pending before that court were well known to the leaders of Tammany hall at the time they were calling Gov. Sulzer a second Andrew Jackson. They remained silent until the governor refused to take orders from the boss of Tammany hall. Tammany hall 5s attacking the governor, not for what he may have done before the election, but because since election, lie has stood up for honesty and the rights of the people."
