Next year this county will have a highway commissioner and if he is a competent tnan and will establish a systematic method of maintaining the gravel roads, it will not be long until they fcvere brought up to their utmost efficiency, which would mean an excellent highway system serviceable all Reasons of the year. "The cost of bringing our highways lip to this point of efficiency would also be much less than a policy calling for the paving of our roads. There would fclso be relief to the taxpayers from Ihe constantly increasing taxes. How to Maintain Roads. "Take a good gravel road, keep it the proper curve so that it will be well drained; keep it well graveled, and gravel is cheap in this locality; keep the ditches clear and see to it that the road is well worked over with a King drag at frequent intervals, especially after a rain, and you will soon have a roadway that will stand up under hard travel and be serviceable during the worst seasons of the year. Our new highway commissioner could supervise the work and make such a Bystem of road maintenance practical. He is allowed an assistant to every twenty-five miles of free county roadWay and there is now about 250 miles of such roads in Wayne county. This mileage could be increased by the various townships bringing the roads under their jurisdiction up to the required standards and then transferJng them to the jurisdiction of the county. By thus increasing the mileage of county highways, Wayne county can increase the percentage of the Etate automobile tax it is entitled to, which money can be turned into a special fund for the upkeep of county highways. May Drive People Away. "I sincerely hope that the people of

If we do not get back to normal soon on this road building question our tax rate will be so high that we will see many people especially Wayne township people, leaving this county to engage in business elsewhere where taxes are not extortionate. "Are paved county roads so essential that they counterbalance the hardships they impose on all classes of our citizens. Much greater tax increases will throw our wholesalers and manufacturers into unfair competition with wholesalers and manufacturers in places where taxes are normal. It can be readily seen what effect such a condition would have on the other classes of our citizens."

because of the profit they were receiving. A local official said that trustees had often allowed the children to use the books before receiving the money for them. Some of the patrons of the schools had taken the advantage of them and not paid for them. "ThiB took all the small profits which we would have made," said the official, "and we are losers rather than gainers." The law allows the trustees $5 for handling school books for the poor. In some cases trustees were granted this allowance and in other instances they were not, it is said.

Some of the trustees threaten to refuse to make good the demands of the state officials, declaring they will not yield to unjust demands. Pledge Not Paid. The trustees were appointed to raise a certain sum from their respective townships to bring the county agent here, as is required by the state law. Pledges were received for the amounts from various farmers and persons interested in the movement and the trustees paid the money from their own pockets. Now many of the men who pledged money for this movement have refused to fulfill their pledge and the expense is being paid by the trustees. This has further widened the breach between the local and state officials. Protect Themselves, Every trustee in the county is a member of the county board of education and would have to pay the ex

pense of the agents while here if the state board of accounts declared the expenditure an illegal one. For this reason the trustees, as members of the board, opposed the proposition of accepting Douglas' expense account, which was paid by County Agent Cobb. According to the law the expenses of the county agent is to be deferred by the county, though no provision is made for lecturers. Mr. Cobb proposed to include the lecturer's expense account with his own, though the board turned this proposition down. Contract Muddle. According to the contract entered into between the Purdue University

official, T. A. Coleman, and local persons purported to be the board of education, the county is compelled to stand the expense. The trustees allege that the meeting at which the contract was entered into with Mr. Coleman was a meeting of Wayne

county farmers and officials, presided over by Jesse Stevens, and though tae members of the county board of education were present, it was not an official action of them acting as members of the board. Mr. Coleman said the contract is signed by Supt. C. O. Williams and is valid, as he is president of the board of education. Mr. Coleman is coming to Richmond to confer with the board on the matter. William Hendren, head of the state board of accounts, upheld the action of the board in refusing

the expense money. It is intimated in official circles that unless an agreement is reached to the satisfaction of the Purdue University heads. Agent Cobb will be recalled and Wayne county will do without an agricultural agent.

WATER AT SCHOOL

PURE, SAYS TRUSTEE Alleging that the water furnished the children at No. 15 school on the Abington pike, is impure, William Pugh, a farmer and patron of the school, demanded that his children be transferred to the new city school on Southwest Second street. The com

plainant said the hack which carried the children to the school in the country was irregular. His requests were not granted by the trustee. A tax xf $2 per pupil is paid from the township fund for every

pupil who attends the schx3 of the city if they come from any place other than an incorporated town. The water at the No. 15 school has been examined and is pure, according to the analysis of the officials. Mr. Howarth declared.
