Dr. A. E. Crull, city health officer, made an Investigation of these deaths and finds that they were due to the use of a certain "brand of condensed' milk. Virgo absent, spent the night in their home at a nearby' lake resort, and when they departed took with them silverware and other loot valued at $1,000. Brings Suit Against Itself, Then Appropriates Money Which Does Not Exist to .. Defend Municipality.
' (Palladium Special.) . HAMILTON, O., Aug.'!. This city is in. the peculiar predicament of having brought suit against itself; then appropriating money which does not exist to;' pay attorney fees to defend itself against itself. Hamilton is a city of nearly 40,000 people whose administrative work, as a result of the last municipal election held in November, is being handled by a Democratic mayor and of the nine councilmen, five are Socialists, three are Democrats and one is a Republican. Last , February the Socialists council decided It wanted the police force of the city reduced from fifty to thirty men. It failed to get the appropriation ordinance hut when the time came for passing the semi-annual appropriating ordinance, the five members of the city council, still determined to reduce the police department decided upon the plan of failing to pass sufficient money to pay for the polic department that was legally created. Attorney General Hogan of Ohio was appealed to and returned a decision
that the council was in duty bound to provide sufficient funds to pay thhe legally created department. The Socialists prepared a new appropriating ordinance, in which the amount appropriated was still too low to meet the expenses and this ordinance was vetoed by Mayor Thad Straub. Since that time the Socialists have never been able to pass their appropriating ordinance over the mayor's veto. Recently City Solicitor John Neilan, after waiting two months for the appropriating ordinance to be passed brought mandamus proceedings in the common pleas court to compel the council to pass an ordinance. Hamilton as a result is fighting its own suit and expending much money to pay attorneys fees to defend itself against its own suit. Five hundred City employes are without funds. Since July first, not a dollar has been paid out of the Hamilton city treasury to pay city employes. The banks of Hamilton, in many cases have amisted the employes by lending them money to meet grocery and household expenses. But those banks which pay 4 per cent interest on city bonds, charge 6 per cent interest to city employes when they borrow money to pay their bedts.
