(Continue'l from rage One.) extend a vote of thanks to the members cf the Commercial c:!ub and the persors who had worked to jret the improvement before council. Ordinance is Repealed. The ordinance to repeal the ordinance compelling all vehicles to be licensed was passed. The mayor refused to say to council that he would repeal the ordinance though he t;aid he would not sign it. "If the ordinance -was good when passed it. is good now," Baid the mayor, in explaining his action. Council then voted on the ordinance and passed it over his veto. The only councilmen who sustained Zimmerman were Bartel and Thatcher. Want More Amusements. The park fund ordinance was successfully passed. It provides that all appropriations for park purposes shall be taken from a special park fund provided by the ordinance. Mayor Zimmerman stated that people would be taxed for the privilege of having amusements in the park and that there would be more amusements. The receipts from the merry-go-round on July 4 amounted to $57.15, and the total for the following three Sundays, $167.50. Of this sum the city gets one-fourth. A suggestion was made by Councilman Waidele that the flower beds be changed more often than they are at the Glen. City Attorney Eond said there ought to he a ilower garden with ilowers so arranged as to give the date of every day in the year. The beds would have to he changed daily for this plan to he put into operation. Session for Thursday. The street car, traiTic, and fly bills will be taken up at another meeting of council. The street car bill provides for the regulation of the kind of street cars to be used in this city will bo taken up Thursday evening by the council and traction officials. The council proposes to have the company change its system of letting people on and off of new cars now being operated here. The doors are so arranged that the passenger is compelled to get eff in front on the wrong side of the car. The fly ordinance will not be passed until changes have been made. In its present condition it is too cumbersome and the councilmen believe it is bo strict that it would not be possible to enforce it. City Health Oft'icer Davis has some recommendations to make concerning the ordinance before It Is acted upon. Little Need cf Water. Councilman King asked that the city officials consider the matter of establishing sanitary drinking fountains in the city at various public places. He referred to the drinking fountains in -Gary. Councilman Williams said not many of the city officials used the fountains, though they were all right if people drank water. Councilman Waidele remarked that water should only be used for washing. Councilman Waidele recommended that the crossing at the corner of Southwest Third and National avenue be laid to the street grade. It is always in bad condition, he says. The matter was referred to the engineer. Attention was called to the downspouts on the Wayne Works buildings. The spouts throw water on the sidewalk and complaints have been made. The matter was referred to the board of works. City Owes Big Sum. The semi-annual report of Superintendent Nimrod Johnson, cf the Municipal Electric Lighting and Power plant, was read and accepted. Total amount received was $49,438.00. which with articles sold at the plant made the grand total of $30.0 57. 2S. The operating expenses were $23. SIS. building and equipment. SMl.'jS: total expenses for the past six months, $3t;.235.09; balance on hand in the municipal fund, Juno SO, S50.S05.f-!: balance on hand in the sinking fund. $21.994.05; amount clue the city for lighting, 172.017.96; excess of receipts over expenses, ?13,S12.17. The receipts for the month of June were $8,515.17, operating expenses, $3,500.63, building and equipment, $3,337.90, total disbursements, ?4,498.53; amount in hand in the sinking 4. $59,805.74.

These organs are called "balancers" aud, as experiments have shown, are indispensable in the maintenance of equilibrium. A tiy from which they have been removed cannot direct Its flight, aud if It tries to tly from the edge of a table will immediately take a downward course, dropping to the Door on its bend about three feet away anil falling oer on its back. Similarly, if it tries to fly from the floor after succeeding in getting on its feet again it will rise in the air two or three inches and then again tumble, striking its head and turning over on its back as before, but only about four inches from its starting point. The similarity between these artifi chilly i rod need insect mishaps aud many an aeroplane accident is striking, and a study of why the removal of the fly's balancers causes it to upset may go a long way toward solving the problem in aeroplane construction.
