the following recommendations: That a committee from council be appointed to make a complete investigation of the advisability of constructing a subway under the Pennsylvania railroad at Tenth street. That the committee be instructed to meet with the city engineer and the Pennsylvania railroad to examine flans which the railroad company has In its possession for the construction of subways under the railroad tracks In this city. That the committee meet with the railroad officials with the idea of determining their views on the matter and the amount the railroad company would pay towards the project. That an estimate of the approximate cost of such a subway be secured by the committee. That the comparative cost of the construction of a viaduct over the railroad be secured. This should be reported to council at the earliest possible date. The need of this means of crossing the railroad tracks in a city the size of Richmond is easily seen. There is a large amount of traffic which crosses the railroad daily and the only crossings now are eurface crossings which are dangerous and cause delay. If a subway could be constructed under the railroad, the railroad company would probably pay a large share of the cost in order to eliminate

the danger at the grade crossings. The street car company would be furnished a means of running cars to the hospital if the subway were constructed. Respectfully, HARRY WESSEL.

SAME OLD STORY.

CINCINNATI, O., June 20. New York won an exciting game from Cincinnati here yesterday 8 to 7, and thereby made a clean sweep of the series of four games. New York managed to bunch hits with the opposing pitchers' wildness and errors by Cincinnati in two Innings, and tallied four runs in each of these. Snodgrass's triple with three men on banes in the second inning was easily the batting feature of the contest. Score: New York.

ASSERTS THE HEAT MADE HIM STAGGER

Declaring that he staggered because of the heat yesterday, Joseph Byrd, colored, 42 South Sixth etreet, pleaded not guilty to the charge of public intoxication in police coirt this morning. When he admitted, however, that he had had one drink, he was found guilty of the charge and fined $1 and costs. Byrd claims that he worked all day and that the intense heat almost caused him to be stricken. He stated that he was faint from being in the sun and that he took one drink which partially revived him.

(National News Association) CHICAGO. June 20 It was estimated today that 45.000 men would be idle by the end of the week as the result of the lockout ordered by 500 contractors who are constructing nearly $30,000,000 worth of new buildings in Chicago. The forced Idleness will cripple manv industries, and will cost
