if -THE RICHMOND PALLADIUM AND SUN-TELE GRAM, FRIDAY, MAY 2, 1913 DISCUSS PROBLEMS OF HAGUE TRIBUNAL (National News Association) ST. LOUIS, May 2. "Problem of the Hague Conference" was the general topic of discussion when the third general session of the American Peace Congress opened here today. James Brown Scott, secretary of the Carnegie Endowment for International Peace presided. At the morning session held in the Odeon, Professor William I. Hull of Swathmore college, was the first speaker, his subject being 'The Hague Tribunal, Its Present Meaning and Future Promise." Professor Paul F. Reinsch of the University of Wisconsin spoke upon the "Active Promotion of International Peace as a Primary Policy of the United States," and Edwin D. Read, director of the World Peace Foundation upon "The Pan-Teutonic Pledge of Peace." In the afternoon the annual meeting of the Missouri Peace Society was held at the Jefferson hotel, Richard Bartholdt, president of the Congress, presiding. Reports of officers were received and officers for the ensuing year elected. Benjamin F. Trueblood, secretary of the American Peace Sciety, addressed the Society. While this meeting was in progress many of the delegates who did not attend were entertained by the Reception committee of Men and by the Reception committee of Women and were shown the sights of St. Loui. An automobile tour of the city started from the Jefferson hotel after which the delegates were received by the Executive committee of the Congress at the Missouri Botanical Garden. Tonight the fourth general session of. the Congress will be held, former Vice-President Charles W. Fairbanks presiding. Mr. Lucia Ames Mead, chairman of the Peace and Arbitration Committee of the National Council of Women, is to speak upon "The Immediate Issues of Peace, followed by Philip P. Claxton, Unites States Commlsloner of Education, upon "The Better Way," and by Thomas A- Green and Dean Shailer Mathews of the Divinity School, University of Chicago. Andrew Carnegie is scheduled to I address the young people's mass meet!ing at the Third Baptist church durlng the evening.
