At Special Meeting Last Evening Council Drops Matter. REPORT OF ENGINEER .Points Out That There WoulldBeVery Little, If Any, Danger. In special session, council last night, figuratively washed its hands of the Hawkins dam matter, when a motion to secure another consulting engineer was defeated and the investigating committee was discharged on tho motion of the chairman, Councilman Will Bartel. The report which was submited to the Starr Piano company by Professor Robert L. Sacfcett, a consulting engineer of Purdue university, was carefully studied by the members of council. Promoters of the Hawkins Lake and Park project, were present at the meeting and explained parts of the report. After the reading of the report Councilman Matt Von Pein stated that he Btill believes another engineer is necessary. He said, "I want the dam to be built but I believe that as a safeguard we should secure another consulting engineer. I admire the pluck of the men who have gone into this proposition and are helping to finance it." Ray Robinson, president of the Hawkins Lake and Park association stated that in his behalf another engineer is not necessary but that the promoters would not object if the city ordered an engineer to make further examination. He claims that too many consulting engineers would increase the cost of the dam until it would be impossible to build it. "Each engineer," lie said, "will add something to the plans. It is doubtful if an engineer would come here and say that Mr. Mueller's plans are satisfactory. Instead, they would think that we want something added and in order to earn the money they would recommend something that would increase the cost of construction. Engineer Mueller has a right to demand of any engineer which may be brought here, the reason for any additions to the plans. He should then make the engineer produce proof why changes which may be recommended, should be made. Motion Defeated. Although Mayor Zimmerman asked that council secure another engineer, a motion, to the effect was defeated by a vote of 7 to 4. In part, Sackett's report is as follows: The failure of this dam under conditions of high water would produce a wave action due to the sudden release of some 300 acre feet of water. The wave above a normal high stage at the Starr piano plant would probably be from a foot to 18 inches. A reinforced concrete dam of this type may fail by the whole structure sliding forward, pushed by the water pressure; by the dam or spillway over turning; by the reinforced slabs, between pilasters, falling under either excessive earth pressure from behind or from water pressure; by seepage of water underneath the dam or around jthe ends undermining the structure. No Danger of Sliding. Taking the above points in order after examining the plans, the site, the work already done and the design, I am of the opinion that there is no danger of the dam or spillway sliding. The spillway section is of such form that it is impossible for it to overrun. The analysis of the reinforced concrete slabs and buttressed walls has not been completed but the design seems entirely safe against those forces upon which we can count. DIRECTORS' ELECTION Will Be Held By Richmond Dairy Association.
A meeting or the Richmond Dairy Association will be held in the offices of George H. Dilks, Colonial Building, this evening for the purpose of electing directors for the association. The new officers will assume charge of the directorate for the ensuing year upon their election tonight. A large number of the association members is expected to' attend as other important business will occupy the attention of the association at the meeting. ARE COLDS CATCHING? Recommendations made in my preliminary report have been carried out in the final design and I believe that there is no danger from seepage around the ends of the dam. Ornamental Also. In conclusion I would say that while the analysis has not been entirely completed, it seems proper to add that the structure is a very ornamental one and that the design has the usual factors of safety and conforms to good engineering practice. While no guarantee can be given of this structure or of any structure, that it will stand a ed conditions will not arise, nevertheless this structure will be stronger as time goes on because the deposit of silt on the upstream side will prevent the possibility of seepage and will reduce the total pressure against the dam. The largest number of motorcyclists ever seen in parade in Buffalo escorted the F. A. M. transcontinental lecturer, J. Leo Sauer, from his . hotel to the Calinet building, where a rousing meeting was held. Riders from Lockport, Batavia, Niagara Falls and Rochester came to Buffalo for the meeting.

TWO BOOTLEGGERS ARE GIVEN FINES Wm. McDonald and Columbus Moore Violated County Option Laws.
(Palladium Special) EATON, Ohio. April 29 -William McDonald and Columbus Moore, both colored, drew fines of $50 and costs Monday when arraigned before Mayor G. H. Kelley to answer to charges of having violated the county option laws. Affidavits for their arrest were issued at the instigation of Mode Thompson and Billy Duane, who claimed to have purchased "booze" of the men at their quarters in the "Bee Hive," East Somers street. Funeral Thursday. The funeral of George Thompson, 66. who died Sunday at the home of Herman Shillingford, southeast of Eaton, was held Tuesday morning. Properties Sell. ,jrhe residence property and business building belonging to the late V. W. McCabe have been purchased by the Eaton Loan and Home Aid company. The home, just north of the school building on Barron street, brought $2,225 and the down-town building $1,675. Richmond Man Fined. Ed. Rettinghouse, of Richmond. Ind. faced Mayor G. H. Kelley Monday on a charge of public intoxication and was found guilty and fined $5 and costs, amounting to $11.55. Meets Thursday Evening. For the purpose of selecting a grand marshal and naming committees to arrange details of the annual observance, a meeting of the Eaton Memorial Association will be held Thursday night. Oiling Contract Awarded. The contract for oiling the streets in various sections of the city has been awarded to W. E. Jones, of New Paris, whose bid was 6 cents per gallon for the oil. One gallon will be used for every three square yards of street surface. Commencement Wednesday. The annual commencement exercises of the Jackson township high schools will be held Wednesday night in the Central high school building at Campbellstown. NOTICE EAGLES! Wayne Aerie, No. 66, F. O. PARENTS ARE SICK; PETITION IS FILED Board of Childrens Guardians Asks That Children Be Cared For.
A petition was filed by the board of childrens guardians, asking that provision be made whereby the children of Joseph and Nettie Hart be properly cared for. The children are now dependent and neglected, the mother and father being unable to provide for them because of illness, it is said. The children probably will be made wards of the board of children's guardians. The children are Ada May Hart, 12, Wilbur Hart 13, Minnie Hart 9, Joseph Hart 7. A second operation for intestinal obstruction was performed today upon the Duchess of Connaught, wife of the Governor-general of Canada.
