MARSHALL A SPEAKER Before Council of Federation of Women's Clubs.

President Thomas R. Marshall, addressed the mid-biennial Council of the General Federation of Women's Clubs when it opened Its sessions here last night. Mrs. William E. Andrews, president of the District of Columbia branch of the organization, delivered the speech of welcome to the delegates who came from every section of the country. Mr. Percy V. Penny-
packer of Texas, president of the Federation, responded to, the address of welcome. Mrs. Wood row Wilson and Mrs. Thomas R. Marshall were present. The real work of the Council will begin today when day sessions commenced. Enterprises to be undertaken by the Federation for the next two years are being discussed and arrang
ed. In the afternoon a visit was paid
to the white house where Mrs. Wilson 'received the Council. Later a recepjtion was tendered the visitors by the (Washington Chamber of Commerce. On Wednesday visits will be paid to j Mount Vernon, General Washington's borne, and Arlington, General Lee's home.
