At the meeting of the board of Works this morning, a new agreement was presented by the Richmond Home Telephone company, embodying changes in the police telephone system asked by Chief of Police Gormon. The agreement which contains the terms for the use of three systems, differing slightly in the kind of telephones furnished by the company, was passed by the board and will be acted upon further as soon as possible. The change asked by Mr. Gormon is the kind of telephone to be furnished. He believes that the system will be improved by the use of telephone boxes with the instruments inside. By this system each patrolman will be given a key for the box and will not have to carry an instrument in his pocket as formerly planned. The system of lights has not been changed and when the contract is let, these will be placed as planned by Mr. Gormon and William Bailey, manager of -the telephone company. Clarence Gennett of the Starr Piano company asked the board to defer action on the making of the street through the Starr Piano company's property below the light plant on the river bank. He stated that the company does not want the title of their property disturbed. According to City Engineer Charles, all the water front owned by the company was washed way in the recent high waters. The matter will be taken up Thursday. Proposed Playground Site. Mr. Gennett stated to the members of the board that the Starr Piano company owns a piece of property overlooking the river, south of the Main street bridge, which would be very desirable as a children's playground and that the city could use the land for that purpose as the company would have no need for it for several years. The property is believed by the city city officials to be an ideal location for a pilayground. Plans were ordered for a trunk sewer from J street to H street in the property west of South High street. For several years, the sewers draining this territory have been stopped up by fills made in property below and small lakes form there during heavy rains. A A complaint was sent to the board "by Henry H. Johanning, a plumber, about the fountain on South Tenth and C streets. He stated that the fountain was in an unsatisfactory condition and that it leaks badly. Mayor Zimmerman asked Street Commissioner Genn to order the fountain repaired. Owners of property in Reeveston Place asked the board to change the petition for improvements in Reeveston at the next hearing so that all streets up to half way between Eighteenth and Nineteenth may be improved. As the improvements are at the expense of the property owners, the board consented and will make the changes. To Remove Main. Legal notice will be served on the Light, Heat and Power company for the removal of a gas main in Southwest A street from Fifth street to Seventh street. The roadway in that street is being graded preparatory to making improvements and it was found that the gas main was so near the surface that it was in , danger of being bursted or of being caused to explode. The main will be relaid deep enough to allow the making of the roadway.

GIVES PROMISE TO CEASE DRINKING

Sentence was suspended on Henry Wallace who walked into police headquarters yesterday afternoon and asked that he be placed in jail and given an opportunity to try to stop drinking, saying that he has been intoxicated since Friday. He was given a severe lecture by Mayor Zimmerman in police court this morning. "Why do you spend your money for drink when you should be providing for your wife and helping your boy to secure an education?", asked the mayor. "Your Honor, I will make an endeavor to stay away from drink. I don't know why I drink. I guess it's just a fool habit" As the man seemed sincere in his promises no fine was given him' and the police secured work for him.

CHICAGO LAUGHS AT A CUBIST ARTIST

(National News Association) CHICAGO, April 17. Smears of noisy colors that have constituted the most startling art exhibit ever held in Chicago, were boxed and tagged and started for Boston today, where the promoters of the cubist exhibit expected to see their work appreciated. Before the preparation for shipping the pictures out of Chicago were completed, members of the Art Students League of Chicago, held "funeral" services and burned in effigy "Hennery O'Hair Mattress," a cubist artist and several canvasses on which colors had been smeared promiscuously. A funeral oration was delivered from a text read from "The second chapter of the book of Anatomy.
