MADE APPEAL TO CONGRESS Commercial Club of This City Sent Telegrams To Shiveley, Kern and Gray To Assist Stricken Cities. ASK APPROPRIATION FOR SEVERAL TOWNS Richmond Organization Has ' Done Considerable For the Relief of Flood Victims in Neighboring Towns. At the regular meeting of the board of directors of the Richmond Commercial club last erening a resolution asking that the United States Congress make a liberal appropriation for the benefit of the flood sufferers of Ohio and Indiana was unanimously passed. The following message was wired to Senators Bernard Shively and J. W. Kern and Representative Finljr Gray Df the Sixth Indiana District: Message Sent. "Owing to the appalling calamity that has overwhelmed the States of Indiana and Ohio by the recent unprecedented floods, which no - human agency could circumvent and which resulted in the destruction of vast millions of property, making homeless many thousands, ruining many of the country's great industries and destroying beyond recovery mercantile and . business enterprises, it becomes the plain duty of the whole country to rescue these stricken communities, and not , only give succorin food and clothing but provided the means to restore business and home; therefore the Richmond Commercial Club which represents a community, which fortunately sustained no loss, urge the U. S. Congress to make liberal appropriations for ; the relief of sufferers of these states." Has Been Active. The Richmond Commercial club haB been more active than any other body tn this section of the country to secure and send supplies to the sufTerers of the many flooded districts of both In diana and Ohio. Especially has the club assisted Hamilton and Dayton and thousands of ' dollars .worth of food, clothing and other supplies needed in the devastated districts have been sent from here. Now that the cities are in a fair way to care for themselves as far as procuring food and rations, the directors of the club realize that it is only proper that they do everything In their power to provide such funds as they are able for the homeless. Money is what is needed now and though it will be many years before the cities even partially recover from their financial loss, It is believed that the men representing every part of the country will endeavor to do what they are able as far as recommending that congress provide money to restore- the ruined homes and 'business property. Many Recommendations. . The Commercial club directors expect that through this action as well as the many similar recommendations from other districts in the country the ODvernment will act upon the suggestfens and provide for the homeless people of Indiana and OMo. At the meeting the directors expressed the regret that the outside world could not appreciate the suffering of the citizens of the unfortunate towns and cities as the people of this city who have actually seen the conditions existing where waters have swept out life and property and left a path of ruins and horrors which are Indescribable. Connecticut Today Makes Possible 17th Amendment to Constitution. (National Kewa JLsoo!tion) WASHINGTON, April 8. The elec tion of United States senators by di-! rect vote of the people is now a reat ; ity. By its action today in ratifying the proposed seventeenth amendment to the constitution of the United States Connecticut was the thirty- , sixth state to give its approval, and that number constituting three-fourths of all the states gives It force and ef fect Formal notice will be given the people of the country by proclamation by the secretary of state. With the amendment in force it only remains for thai several state legislatures to enact the necessary legislation providing the manner in which the candidates names shall be placed on the ballot and how the election shall be certified to the president of the senate. $20,000 PLACED IN THE CITY TREASURY. The first tax collections for this year were given to City Controller McMahan by County Treasurer Chamness today, when $20,000 was placed in the city treasury. The money will be used for the regular expenses of the city. Several large bills were allowed this month, one being the semiannual ire hydrant rental to the Richmond City Water Works company, the entire cost of the rentals from October, 1912 to April 1, 1913 being S7,953.34. This includes 225 hydrants at $27.50, seventy at $24.50 and one for three months at $16.84. ATTEMPT TO KILL A WEALTHY BANKER Part of Home of Belmont E. Wood at Elgin, 111., Blown Up By Gunpowder. (National News Association) " ELGIN, 111., April 8. An attempt upon the life of Belmont E". Wood, president of the Creamery Packing company and the Elgin National bank, failed today, but an explosion of gunpowder shook one section of Elgin and injured a servant in the Wood home. Mrs. Wood and her daughter, Mrs. Alfred Craven, wife of a Chicago lawyer, were in the library of the house on the second floor when they heard a heavy blast below. In the basement they found Anna Peterson, a maid, unconscious on the floor. Near Jier stood a wastebasket, which she had just emptied into the furnace. ' The furnace was wrecked and the basement filled with debris. MILTON MILTON, Ind., April 8. Mrs. Ell Beeson and daughter, of southwest of town was at the home of Mr. and Mrs. Elwood Beeson Saturday. 'The schools at Bentonville closed Friday afternoon. Earl Crawford of Bentonville, was here Saturday. The pupils of the Bentonville schools gave the play "The Deacon," at the town hall Saturday evening. Mr. and Mrs. Lycurgus Beeson and Mr. and Mrs. A. J. Hart, who spent the winter in Florida, returne to Milton Saturday. They visited Washington, D. C, enroute home. Mrs. Verne Beeson was a Cambridge City visitor Saturday. Mrs. Ben Gard of Indianapolis, was called to the bedside of her husband at Harrlsburg by his critical illness j Saturday. Mr. Gard has been visiting his mother at that place and was tak- j en ill. Mrs. Gard went to her brother's Will Higham south of town, when she arrived Saturday. j Will Null is suffering from two fractured ribs. Mr. Null was on a load of hay between here and Connersville when the horses became frightened at an auto and overturned the wagon. Mr. Null was thrown to the ground. Mrs. Elizabeth Atkinson and son called on friends at Cambridge City J and Dublin, Saturday. Mr. and Mrs. G. A. Borders went to Mulberry Friday evening to attend the funeral of Mrs. Clarence Hainey, who died at Frankfort. Mrs. Charles Lyons entertained as her company Saturday, Miss Mable Morton and brother of Cambridge City. Rev. Traunberg, of Chicago Seminary, who is the pastor of the Lutheran church at East Germantown, called on Mr. and Mrs. Clark Faucett Thursday at their home east of town. Clarence Bertsch of Millville, spent Friday with his relatives Mr. and Mrs. Henry Bertsch. Mrs. Ed Stanley of Greenfield is visiting her mother, Mrs. Angeline Warren and other relatives. Mr. and Mrs. Clark Faucett enter tained as their guests on Sunday, Mr. and Mrs. Frank Myers. The Rev. Victor Westhafer of Har lan M. E. church visited his parents, Kev. and Mrs. Westhafer Saturday. He had been attending the North Indiana M. E. conference. He will be returned to Harlan the coming year. Mrs. F. M. Jones entertained the C. W. B. M., of the ChiisUan church Friday atfernoon. Miss Ida Bertsch who was the guest of relatives at Millville, is also visiting Mrs. Ruby Underbill at Hagerstown. Mrs. George Murley has returned from a visit with her daughter and family at Indianapolis. Mrs. J. Murley and granddaughter, Miss Hatel Murley, were at Cambridge City Saturday.

TEACHERS ARE BUSY PREPARE REPORTS But Two More Weeks in the Present Term in Township Schools.

Regular routine work of preparing term reports and giving examinations t to the school children is taking tbe ( time of the teachers and officials of ; township schools In the county. There are but two more wks of the present term which has proven to be one of the moet successful In the history of Wayne county, according to the county superintendent. There is no scarcity of teachers as might be expected and the Bat of applicants for positions as pedagogues In Wayne township Is large. The excellent staff of teachers now in office is considered as good as any In the state. County Supt Williams and Health Officer Dr. J. E. King visited the schools of Williamsburg and Economy yesterday. Sanitary conditions are reported as good by the officials. Very few students in these schools have defective hearing or eyesight. The work done by the pupils was satisfactory in every respect said the superintendent. The school children of the city are again reporting to school to continue the work they left uncompleted as a result of the scarlet fever scare which j was so prevalent in many of the districts of the city. In Whitewater school as many as half the students have been out of school though a large per cent of them stayed out because of the scare rather than because of illness In their families. The improvement In conditions is very gratifying to Truant Officer George Bishop who has been busy explaining to anxious mothers that their sons and daughters are better off in school. Mr. Bishop has been prominently allied with the charity organliatlons of the county and reports that the poor in the city are In better condition than they have ever been. "The first month of the present national administration has proved that government by college men is a success" said President Kelly of Earlham college, this morning in the chapel exercises. "No president in recent years has gained the approval of the people of. this country in so short a time, and the five big men of the ad ministration, the president, vice president, secretary of state, chief justice and speaker of the house are all graduates of colleges in fact all are from small colleges. In many ways the government of a large university is similar to the government of a country. President Wilson has applied methods to the government of the United States which he found serviceable in Princeton, thus instead of wasting the whole first part of his term In the appointing of office seekers he turns them over to the various heads of the departments as he would do In a university. It is queer that no one thought of that scheme before. When President Wilson had anything to say to his faculty at Princeton he called them together and spoke to them, and in giving his message directly to congress he is only following the same plan." "In any event our chief executive would have been a college man, as Roosevelt, Taft and Wilson are all college men. Three-fourths of all of the presidents in recent years have gone into colleges or universities to teach law. A Terre Haute Orders Vacation of Tavlorville. (National Nw Association) TERRE HAUTE, April 8. T town of Taylorville, a aubarb on the bank of the Wabash river, was condemned by the eity officials today. The authorities acted on the advice of the health board which found that that portion of the city was a povertystricken settlement filled with persons suffering from contagious diseases. The lty will pay for the property condemned. LOCATE A PORTION OF ROBBERS' LOOT $300 of the $50,000 Stolen From Mail Bag at Kansas City Found Today. (National New Association) LEAVENWORTH. Kan., April 8. Part of the $50,000, the contents of a registered mail pouch, stolen from the union deport in Kansas City, June, 1908, by Charles Stevens, has been found in Leavenworth, scattered in the neighborhood of Stevens' mother, which was partly wrecked by a cyclone last week. About S300 was found, the money being in gold certificates in bills ranging from $10 to $50. A systematic search of the neighborhood was begun by the police today. Stevens is serving a ten year sentence In the federal prison. SHE DIDN'T TREAT WITH RESPECT George Eadler Alleges Spouse Struck Him With Skillet. George W. Eadler filed suit against Etta Fay Eadler this afternoon alleg ing that the defendant Is guilty of cruel and Inhuman treatment. The plaintiff charges thathis spouse Is guilty of Illicit relations with other men and that she continually left him alone. When he remonstrated she cursed him and struck him with a skillet. Last week an affidavit was tied by Probation Officer Elizabeth Candler charging Mrs. Eadler with having wrongfully neglected her child. She is alleged to be leading a life of disrepute. She had at that time the custody of her child which was taken from her because of tne degrading and immoral surroundings. The child is eight months old and her name is Martha Anna Eadler. AT LAWRENCEBURG Postmaster E. M. Haas and Cbas. W. Jordan went to Lawrenceburg and Brookville today to investigate the need of sending provisions there from this city. It is reported to the local , officials that there is great need in 1 these places for food and clothing as a result of the recent floods. FORMER TREASURER RECTIFIES MISTAKE, Former County Treasurer Albertson was $32.50 short in his account to the state according to the report of State Examiner Wm. A. Pehortty. Charged By Wife With Child Desertion. Sherltr Bayer arrested Harry D. Jones this afternoon at the F. N. Lawnmower company after a com-' plaint had been filed by his wif Anna j Jones, charging him with chi'd desertion. The couple have been married ten years and have three sons as the fruits of their marriage. Jones has been brought up in court several times as a result of family ouarrels. ; He Is now in the county jail in default of bond.
