missed at the American Seeding Machine plant and a similar number were laid off at the Oaar Scott shops. The schools of the city were dismissed at 10 o'clock this morning because no water wa3 in the boilers. Many of the teachers were very indignant and believed whoever was responsible for the damage should be tarred and feathered. Employes of M. Rumely Company offered to assist at such a function. The Water Works Company is no small loser. As soon as the water runs out of the pipes the air pressure ran the meters back so that there is no way Jhe company officials can estimate the amount of water used by consumers. It will probably be necessary to have all meters read again and an average of the last several readings taken to estimate the amount of water used. - The bills sent out to consumers will probably have to be made out in accordance with the
amount of water formerly used by consumers. The springs at Glen Miller park afforded a means of procuring drinking water for residents living in the east end of the city. Many persons were sent to the springs from all sections of the city. Hundreds of persons procured water from the well at the Friends church yard on North A street betweea Eleventh and Twelfth streets. Used a Pound Charge. Underhill employed a man by the name of Perry Blackburn from Portland, Indiana, to blast a row of willow trees, but the work was being done under the supervision of Underhill. About 4:50 last right Blackburn placed a one pound charge of dynamite under a willow tree about one foot from the water main with the result that the main was badly shattered when the charge exploded. Underhill says he told Blackburn that the water main ran through his igace but he did not think it was in the locality of where the blasts were to be made. As soon as Underhill found what had been done he ran to the Pennsylvania telephone in the yards and telephoned to the water works company then returned to the city and offered his services in assisting to make the repairs. New Main Promised. Fortunately for the city a heavy rain fell most of the night which lessened the danger of fire. For some time there has been a great deal of agitation in favor of a duplicate water main from the pumping station to the city but as yet the city has not been able
to secure such an improvement from the waterworks company, although, since the public utility law was passed by the last legislature, the water works company has agreed to place a second main, pending the settlement of the local water works contract question by the confmisaion. Immediately after the break Fire Chief Ed Miller went with a representative of the Palladium to the place where the main was broken and
after an inspection of the break
issued a statement requesting that
every precaution be taken against fire.

pairs and the work was completed
about noon today. About ten o'clock last night the river rose to such a heighth that it was necessary for the men to abandon the work for a few hours, but as soon as the water receded the work was continued.
The main leading into the city is
20 inches and but one section of the
pipe was broken by the charge. When the pipe broke the water rose out of the ground to a height of several feet, like a fountain.
Few Possible Results. As a result of the dynamiting of the
big water main leading into the city
yesterday afternoon at 4:50 o'clock, a loss of thousands of dollars to the Richmond City Water Works company and corporations in this city was sustained. Had the ground been dry nearly every telephone in the city would have been out of comission for the ground wires of the telephones are connected to the water main for the necessary moisture. Should a fire have broken out during the time the water was off, the firemen would have been practically helpless outside of the use of chemicals which would have been useless in case of a fire of any consequences. In answer to queries last evening the water works officials said that they expected to have the water on in two hours after the break occurred. This morning the officials announced that their employes had worked all night placing a new section where the main had been destroyed. Every effort was made by the company to get the water running to the city as soon as possible. Demand Arrest. Chief of Police Gormon stated at noon today that no less than twenty telephone calls had been received at police headquarters this morning demanding that Underhill be arrested. Geen stated that the dynamiting of the water main was due to criminal carelessness. The main is exposed at several places within a few yards of where the break occurred and the location of the main is known to everyone who has been in that vicinity. It is impossible, city officials say, that Underhill did not know the location of the main. "Underhill should be sued for damages by the water company," said one city official today. "The water works company will be a reavy loser through the break which was due to carelessness. According to members of the
police department, Underhill would have been in jail many hours ago, could a law have been found to cover the offense."
