APPEALS MADE TO PAROLE FIVE MEN All Are Serving Life Sentences For Murder Have Served Many Years.
A WOMAN APPEARED For Two Men Board of Pardons Hears Many Pleas For Clemency. ' (National News Association) INDIANAPOLIS, March 26 Appeals were made the Btate board of pardons yesterday to parole five men who are serving life sentences for murder. Three of the number have served more than twenty years, one fifteen years and one only four years. A protest was filed against the parole of. Ruskin Tansel, an 18-year-old high school boy of Winchester, who is serving a one-year jail sentence for the killing of Robert N. Craft. The boy's father, Charles Tansel, and Craft were engaged in a fist fight when the young man attacked Craft with a knife. Benjamin Snow, a brother, of Bedford, and Mrs. Gertrude Demoss, a sister, of Indianapolis appeared before Jhe board in behalf of Isaac Snow, who was sentT to the State prison in 1898 for the killing of William McCart at Bedford, S. M. Hench, a lawyer of ' Fort Wayne, asked for the parole of Thomas Davidson, sentenced from Whitley County July 8, 1890, for killing his uncle. Davidson was convicted on circumstantial evidence, but he Is said to have confessed since being in prison. Must Improve Conduct. Henry Draper of Bedford was told that his son,; Roy Draper, serving a term In the Reformatory for horse stealing, will have to improve his conduct In prison before he can hope to receive favorable consideration of a petition for parole. Buckley made a plea for the release of his cousin, Frank McCartney, sentenced from Ripley County, April 30, 1907, for robbing a bank at Napoleon. McCartney caused the cashier, at the point of a revolver, to go to the bank at night and open the safe. He succeeded, however, in obtaining less than $25. Five of the twelve jurors and the prosecutor who convicted McCartney are now asking for his parole. W. H. O'Brien, auditor of state, is to testify in the prisoner's behalf, but he was unable to return from his home at Lawrenceburg yesterday because of flood conditions. The board heard evidence cn petition for the release of Fred C. Hartman, sentenced to the reformatory from Marlon county for child deserttion, and John H. Pullen, sentenced from Howard county four years ago for larceny. .Woman Appears for Men. Prompted only by a desire to help two life-term prisoners who are without friends or relatives to intercede for them, Miss Malisa Cassaday of Terre Haute, urged the pardon board to parole Levi Ke3sJer, a prisoner for twenty-seven years, and Joseph Plew, who has been within prison walls for twenty-six years. A Cieeieiati Hood CINCINNATI, March 26. Cincinnati is threatened with the greatest flood in its history. The Ohio river at 10 o'clock was fifty-four feet and was rising at a rate of a foot an hour. People in
the most exposed districts are fleeing to the hills for safety. A stage of 58 feet will put the water in the principal business districts.
DEATH LIST AT HAMILTON MAY BE I
"The total loss of life at Hamilton may be 1,000. Communication with' the city is not possible as all wires are down. The city is in the grip of the Little Miami, now swelled to terrible proportions. Houses are floating down stream, some of them with people on them. "The monster C, H. & D. bridge went down last evening, although it was weighted down with twenty car loads of coal. "The city is practically under water except in the highlands. People in the lowlands had warning of the impending danger, and it is thought that many of them got to the hills and escaped the flood." The above message was relayed to the Palladium this morning at ten o'clock by a special messenger from Liberty, Ind., who had walked to a small town within four miles of Hamilton, and ridden horseback to within sight of the stricken city. The Miami is still a raging flood. The C, H. & D. railway loss will be millions of dollars. They have lost practically every bridge on their system.

NOBLESVILLE, Ind., March 26. Flood waters of the White river have swept all over this city and at least 150 frame houses are floating about in the torrent. The loss of life is not known.

Mrs. Dunham was found in her house insensible, and when she recovered was unable to tell how she was injured or how her husband and child came to their deaths. Before suspicion fell on Plew, the supposition was advanced that Dunham, while suffering from mental aberration, had attacked his wife and child and then taken his own life.

BREAKING OF DAM SAVED THE PLANT Its Collapse Prevented Waters From Being Diverted From Channel.
According to Nimrod Johnson, superintendent of the City Light plant, the loss of the Main street dam is the only thing that could have saved the municipal plant, the Light, Heat and Power company plant and the T. H. I. and E. Traction company plant from total destruction. Had the dam held an hour longer than it did it, would have been necessary to rebuild all of the plants. Mayor Zimmerman and the members of the city council are not in favor of rebuilding the dam and if it is replaced it will be under private contract. Plew has lived one year more than half his life in the penitentiary. The mother and small son of Reuben Wheat wept while an attorney pleaded for his parole from the State Prison, where he was sent June 23, 1909, to serve a life term for killing George White. The murder occurred after the two men had spent most of a day in a saloon. The crime was committed in. Sullivan county but the case was sent to ICnox county on a change of venue. The prosecutor who represented the state in the trial wrote a letter to the pardon board stating that he thought the jury should have convicted Wheat of manslaughter instead of second degree murder.
