HEALTH OFFICER IS PERFORMING DUTIES Elbert Russell Asserts That State Laws and Rule Are Being Observed.

TO GIVE CO-OPERATION If Minimum Quarantine Prescribed By State Board Is Enforced. BY ELBERT RUSSEL. Laat fall when scarlet fever began to be alarmingly prevalent, the local school board ordered that the rule of the state board of health be enforced, requiring ten days' absence from school after a pupil had been exposed to the disease or after quarantine had been lifted. The principals of the schools have enforced this rul to the best of their ability. The fallowing statement is signed by all the principals but two.' "Feb. 27, 1913. In response to your Inquiry I will say that no word has ever come to me from the city health officer to excludte any pupil from school because of scarlet fever in the ihome from which. the child came. Our Information as to the existence of the disease has been obtained from pupils ;and from the public. This has made jit impossible for us to exclude children from infected, homes in many 'cases." This statement covers the situation up to March 6. On that date three of the principals report that they received notice through the superinident's office of 'case a of scarlet fever 'among the patrons of their schools. jThls was due to. an arrangement made I at that time by which in future the I health office is to notify the-superin-jtendent of cases of contagious disease and the superintendent is to notify the principals of the schools concerned. Perhaps, In time, this system may be made efficient; but one principal reports that on March 6 he received notice of two cases that had already .been quarantined several days. in another it was as low as 20.5. These averages are all lengthened by a few unusually prolonged cases which kept the pupils out of school forty or even sixty days. Assuming that in practically all these cases the pupil was kept out of school ten days after the quarantine was raised, we find that the average length of quarantine for all was fourteen days; that in one neighborhood it was eleven and a half days, and in another, ten and a half. Seventeen caEes were reported to us whero children were re-admitted to schoou after having been out of school less than twenty days several of them had been out but sixteen or seventeen days. Cases are on the records where children who had been exposed to the disease returned to school with the health officer's permit after only seven or eight days had elapsed. The rule of the state board of health requires ten days isolation after a pupil has been exposed. It is evident that unless the state board is sadly wanting In wisdom about the disease, these pupils who returned in ten days were liable to take the disease while In school and give it to others. Six cases are reported where children, whom the school inspector sent home with what he pronounced scarlet fever, returned the same or the next day with the health officer's permit. In these cases

the health officer did not fail to assume responsibility! The committee of West Richmond women have investigated fifteen representative cases which have been brought to their attention. Of these cases two were not quarantined at all! In one case the card was up six days; in six cases the quarantine lasted sevn days; in two, eight days. One was quarantined ten days; two, eleven days; and one two weeks. One of the mothers makes this statement: "My child and myself had scarlet fever. She was quarantined seven days and myself fourteen days. , We received no instructions in regard to animals, milk tickets, money or milk bottles, but our milk man took tickets and money all the time and they were not disinfected. in the house some of the time, but slept out at night, and died some time after we took the scarlet fever."

The measures which the city health officer has recently taken in accordance with the state laws and rules of the state board of health to try to stamp out the disease are gratifying to all concerned. He has assumed responsibility for establishing and main taining quarantine. He has arranged to notify the principals of the schools of cases in their neighborhoods. He has begun to fumigate school buildings and his deputy gives instructions to families that are quarantined. He has begun to enforce a more rigid quarantine, according to a published report. The men and women of West Richmond, who have ben agitating and investigating this matter have done their work solely from a desire to protect the children of Richmond. They had no sectional or personal interest, and If the city health officer had promised the committee of women on their first visit to him to do the things he has since begun to do, there would have been no occasion for him to raise the cry of personal persecution or to try ,to cloud the issue by pointing out the fact that they happen to live in West Richmond. If now he will enforce the minimum quarantine prescribed by the rules of the state board of health, he can be assured of the fullest co-operation of all who have agitated this matter. It is not pleasant to oppose any public official, and we shall do so only when it is necessary in order to promote the welfare of the city in general and especially to protect our children. We are not yet convinced that the state board of health, in iixing three weeks as the minimum period, did not have good grounds for believing that quarantine for scarlet fever cannot safely be raised in less than three weeks in any case. We are not willing to take unnecessary risks with the disease, and if necessary shall give the state board a chance officially to revoke its rule or else enforce it.

Varner, a local coal dealer and ice merchant, was arrested yesterday charged with shooting Russell Hayes of Knightstown with intent to murder bim. Hayes retaliated and Varner drew a revolver and shot him. The bullet entered the left shoulder and lodged against 'the spine. Hayes' condition is reported as favorable to recovery. Varner was taken to Newcastle this morning to await trial.
