tion placed on the plant. The Public Service Commission is the
only body that has the authority to fix a valuation, which must
be used as a basis to establish rates. Until this is done no sane
action can be taken toward a solution of the question.
The water works question is nothing but a simple business
proposition. The people of Richmond want tne company to earn a reasonable amount on the value of the plant, but they do not pro
pose to pay a dividend on watered stock.
If the city government will not make application immediately
let the citizens of Richmond take the situation in hand.

A Survey of Our City Government.
One of the features of modern progress in business is the survey, a look
ing over of the whole administration for suggestions as to saving processes. As much as $10,000 is often paid for such service which sometimes results in
the saving of hundreds of thousands. Ten patriotic citizens of Springfield, Mass., have subscribed the necessary sum to have a municipal survey made of the government of that city to the end that the citizens may know whether
the methods in use are economical and efficient. Of course this knowledge Is as much desired by an honest administration as it is by the citizens. It
is not a question of wrongdoing any more than it is so in the management
of a private business; simply a question of finding out the best way. Many a manufacturing establishment, for example, has found that it was wasting hundreds of hours a week by not properly assembling its material. A "sur-

iously handicapped. Already the city has exhausted the 1913 appropriation for street improvements, and needed public., works must go over until next year.
Several years ago monies belonging to a certain fund .were
placed in another fund by mistake and eventually expended. Last
year state examiners discovered that $28,000 had been misplaced H
in this manner, and now the city has to draw on its very limited , pa
revenue to replace this amount in the proper fund. To make one !
payment on this account the city will have to negotiate a loan
next summer. The public is also reminded that for some years the city ha
been so short of funds that it has not been able to pay its lighting bill, thereby throwing the entire cost of street lighting on the patrons of the municipal plant, which in turn, hasinot been able to decrease its rates because it has been compelled to carry the unfair burden placed upon it by the city government. Surely the few facts cited above show that there is something reduce its rates owing to its inability to collect the bill the city
