Measure Which Governor Ralston Sponsored Passed the Senate By a Unanimous Vote. (Continued from Paea One.) Senators Curtis, Stotsenburg and Flem ing on amendments. Salary Made $6,000. According to the provisions of the bill the general counsel is to get $6,000 a year, the same pay as that provided for the public service commissioners. The secretary gets $3,600 a year instead of $3,500 as provided by the original bill. While some of the advocates of the administration bill say the amendment to Sec. 7 la unfair to certain of the utilities, notably some independent telephone companies, it was left in. This amendment is known as the "Bell Telephone Company" amendment as finally adopted, it says: "Provided, That nothing in this act contained shall authorize any public utility during the remainder of the term of any grant or franchise under which it may be acting at the time this act takes ) effect to charge for any service, in such grant or franchise contracted, exceeding the maximum rate of rates, if any, that may be fixed in such grant or franchise." The Ralston amendments to the valuation section are accepted among the agreed amendments. In these- amendments the administration yielded to the demand of the Jnterurbans that something specific be Inserted as to what elements shall go to the making up of a valuation under the commission's system. It is provided also, that valuations taken by the Interstate Commerce Commission, covering physical property, may be accepted by the Indiana Public Service Commission. Here is the way the publicity paragraph reads: "No stock or certificate of stock shall b sold at a discount or premium without the approval of the commission, and, it sold at a discount, the commission shall make a record thereof and give such publicity of that fact asit may deem necessary at the expense of the public utility." The 65 per cent lower limit on the Belling figure for bonds authorized before Feb. 1, 1913, but not issued, and bearing not more than 4 per cent interest, is continued among the agreed Amendments to Sec. 89. Section 98 provides that no municipality shall put In a utility plant where there exists a concern operating under an indeterminate permit . unless it is hown to the commission that a public ieed exists for the new plant. Shortly after Easter the young girls of the St. Andrew's church will present a musical play or cantata under the personal direction of Professor Richter. This event promises to be most enjoyable. It will be presented in the school auditorium. IN CINCINNATI. Mr. and Mrs. Philip Schneider are in Cincinnati, the guests of kinspeople for a few days. TO GIVE MARKET. A market will be given Friday afternoon at the St. Paul's Episcopal Parish House by the members of the St. Paul's Guild. The public is invited to attend. A number of good things to eat may be procured at this time. SEX AND SUICIDE. A number of people were talking the other day about suicide. It was really interesting to simply listen to the conversations of the various persons assembled. Some people thought that it took courage to kill oneself while others thought these poor unfortunates were cowards and were too weak to face the difficulties and rough seas of life. Official statistics of suicide show some strange ways of the human mind. For instance, it appears that, other things equal, a married man is much more likely to commit suicide than a bachelor. But women who are single, spinsters, divorcees or widows, seem to find life less worth living than do married ones. Neither ill health or alcohol is such a potent cause of suicide as business losses. Even unfortunate love affairs do not cause as much weariness of life as does loss of money. So girls if a man tells you he'll kill himself if you don't marry him, don't worry. He won't do it. Did you. ever notice that few suicideB are committed on Saturday. This is because those who have worried through the week have received their pay, and the strain is temporarily relieved. Then if they are pressed hard in business affairs this one day of all the rest is a day of immunity at hand in which something may turn up. Monday black Monday is the day when those faced by business disasters seem most disposed to give up the struggle. The day when women find domestic troubles most unbearable is Sunday. And their commonest time for ending life is between nine and twelve in the evening. Though married women do not give up to suicide as much as unmarried ones do, it looks as if the husband's being around the house for a whole day contributes to this tendency. We call women the "weaker sex" arid yet in about thirty thousand cases officially recorded in this country in a period of three years the suicide of men outnumber that of women by seven to two. Mrs. W. F. Starr, of this city, today received a telegram from her nephew. Warren Grubbs, saying that he had arrived in Chicago, from Madero, Mexico, and would be in Richmond tomorrow. Mr. Grubbs has Jaeen connected with a large lumber concern in Mexl-4 co for the last two years. Dr. E. L. Commons and Charles C. Commons, sons of Senator Walter L. Commons, of this city are now in Madero. Dr. Commons, the senator's oldest son is a surgeon for the Mexican Northwestern Railroad company and Charles Commons is assistant manager of the supply, department for the road. Their headquarters are located at Pearson and Madero, both places I being a considerable distance from the City of Mexico. "The last time we heard from the boys they told us that they had to close down their mills on account of the revolution," said Senator Commons yeBterday.
