In men whom men pronounce divine I find bo much of sin and blot. I hesitate to draw a Una Between the two where God baa not. Joaquin Miller. Governor George W. P. Hunt of Arizona is making an experiment with Us convicts. He appeals to their henor. He treats them like human beings. He has abolished prison stripes, placed a wholesome sanitary environ ment about the prisoners, given them skilled physicians and dentists, encour aged them to organize an orchestra and glee club, made them feel that the prison officials are their friends and advisers, allowed each convict to stand on his own record and work out his own redemption and when liberties ex tended have not been abused has added other liberties. Governor Hunt says that his system is "'based chiefly on the principle of the square deal." He adds this noble sentiment: ' "Prisoners are just as susceptible to kindly human treatment as are those people behind whom prison doors have never closed." j That warms the cockles of ene's heart The glow Increases when we learn that the new system works. It has been in existence since last February. Few have betrayed the trust reposed in them. When a convict has a good record he Is made an "honor man" and Is placed in one of the road camps. Here he has nd guard over him, but is on his honor not to escape. No firearms are allowed in the camps. There is an eight hour day, after which the men are free to read or amuse themselves. If they wish to take up some particular study or show some special aptitude they are helped. Some of the honor men have been sent on missions, with a horse or automobile at their disposal. There is not a single case where convicts so trusted have broken their word by trying to get away. In some cases where prisoners have proved unfaithful and attempted to escape from the camps the other prisoners have prevented. The secret of the system is that incentives are placed before the men. They are rewarded for good behavior. If a family Is depending on a convict he is allowed wages, which are sent to those waiting at home. On last Christmas the Arizona convicts voluntarily sent to Governor Hunt a token of their gratitude. He had opened the door of hope. He had trusted them. He had restored their faith in themselves. Wanted A Festival. It is to be hoped the Commercial Club will approve the recommendation of its advertising committee that the Fall (Festival be re-established in Richmond as an annual event. The three Fall Festivals held in Richmond were of more direct benefit to this city than any other public event held since the plan of holding them each year was abandoned. The Festivals which have been held here attracted thousands of people to Richmond and these crowds joined with Richmond people in sharing the holiday merrymaking and proved liberal patrons of the business men who financed the affairs. So pleased were a large number of farmers who exhibited their livestock, grains, fruits and vegetables at these events that after the third Festival they seriously discussed joining with a number of Richmond business men in forming a stock company to build a large exhibit hall. The city as a whole was greatly benefited by the advertising it received through these Festivals.

Senate spends day as committee of whole considering general appropriation bill which, after increases amounting to $34,500 and reductions of $12,200 were made, was passed despite strong fight made on increases. Pay of Supreme and Appellate Court judges increased from $6,000 to $7,500. Fourteen new bills introduced. Senate caucus on utilities bill results in no definite action because of lack of quorum at finish; test shows bill will not be weakened; caucus to be resumed at 1:30 p. m. today. HOUSE. Branaman bill giving transcript and other fees to county clerks passed. Billman bill increasing salaries of Shelby County officers defeated. Fleming primary bill advanced to third reading despite opposition to Speaker Cook's "railroading." Bierly bill for municipal commission houses passed. Hughes bill, known as Indianapolis Coliseum bill, passed. Carleton resolution for amendment to Federal constitution providing di rect election of United States senators adopted without opposition. Possibly if men who were in the past charged with crime had not been protected, possibly if more determined efforts had been made to enforce the criminal section, we should have got verdicts. The verdict in the cash register case s most righteous, as is the punishment inflicted. "The enalties I impose," said Judge Holllster, "must stand out as a warning to those who would try to violate the law in this manner." That they will have that effect can not be doubted. These men knew that they were violating the law. They did it deliberately, and, as Judge Holiister said, for gain. They maintained what the judge characterized as "a competition department whose duties were not to sell feoods, but to prevent the sale of goods by competitors." No doubt they traded on their wealth and prominence. It will be much safer for likeminded gentlemen to keep within the law. For it can be enforced and it is going to be enforced. As Woodrow Wilson has just pointed out there is all the difference in the world between Big Business and big business. It will be much pleasanter for all if the distinction is observed. EARLY EASTER.
