At Least It Is to Grin. Mayor Zimmerman last night from his throne in the council chamber handed down the edict that councilmen were only wasting their breath when they petitioned for more street lights. He told them they were the ones who dictated the amount of money the city should expend each year and that it was the duty of the mayor and his board to keep within that allowance, so if he and
his board decided the city could not afford more lights, that settled the matter. Council was also informed by its president that Richmond was as well lighted a city as could be found in this section of the country. But, Your Honor, pray inform us what has the annual budget for city government expenses to do with the lighting question ? The city, as you may faintly recall, has not been paying for the current it has been using in its street lights for lo these several years, so what possible strain could a few more street lights be on the treasury of the city of Richmond ? As to Richmond being an unusually well lighted city we can assure the patient populace that it will not be lese majeste if they desire to enjoy one or two quiet chuckles.

not to have a better street lighting system than it now enjoys, but not for the reason assigned by the mayor. The only real objection against an extension of the lighting system.is that the city is now receiving entirely too much for nothing from the municipal plant. When the new unit at the plant is installed and when the city agrees to give the plant a square deal by paying for its street lighting current, then there will be no objection to adding a few more arc lights. Don't Blame the Police Now. Whether it is the policy of council to oppose all legislation aimed to increase the efficiency of the police force, or whether pressure was brought to bear on that body by some merchants and manufacturers alarmed over the prospect of adding a few more dollars to their expense accounts for which they would receive no benefit except better protection of their properties, the sad fact remains that an excellent ordinance requiring the placing

We must all learn the lesson of orderly retreat A beaten army that maintains its formation and discipline can withdraw from the field with little loss. But the army that flees in terror and confusion Is cut to pieces. Perhaps In the past more people have lost their lives in the maddened trampling and crowding of fire panics than from the actual flames. A little presence of mind, concerted action and orderly retreat would have saved all this. That spectacle of the singing children marching like soldiers out of the smoke filled classroom Is as Inspiring as some of the wild rushes of their elders have been shameful. , A child - shall lead them. work we must let the children lead us In the discipline of sanity, common sense and organized co-operation. Orderly retreat is good for other places than fires. ' There come times when every one f us must withdraw from certain situations, enterprises or assertions. Let .It be done decently and in good order. When a besieged army must give up a stronghold its generals ask that It may go out with the "honors of war" that it may march forth with banners flying abd bands playing. When we retreat as individuals it Is not always fitting that we raise flags and beat drums, but we can at least maintain our poise and not become a small edition of a panic. But when the police replied that alleys in the business districts would have to be lighted before they could give better protection, then the chorus for increased police efficiency became weaker. Probably the ordinance killed last night would have met another fate if council's backbone had been stiffened by the indorsement of the measure by our civic organizations. In the meantime there should be no unfair censure of the police department if, under the protection of the Egyptian-darknass of our alleys, night prowlers jimmy rear windows and doors and steal away with the contents of cash registers and safes.
