MAYOR OBJECTS TO A CLAUSEIN BILL Commission Form of Government Discussed by the Board of Works.
A HEARING YESTERDAY Zimmerman Says the "Removal" Clause Would Be Very Unjust. The bill that Is now before the state legislature to provide an act for the government by a commission, of cities having a population of not less than 19,000 nor more than 35,000 was read to the board of works this morning and a motion to indorse it was made by Mayor Zimmerman. Wilfred Jessup, connected with the city legal staff, attended one of the hearings on the bill at the state legislature yesterday. It was read in full and its merits and objectionable features discussed. After a careful consideration on the part of the board, Mr. Jessup was instructed to appear at the next hearing on the bill and try to have one of the objectionable features changed. I The commission form of government provides for a commission of five men to govern the city and abolishes all boards and committees including the city council for which the present form of city government calls. Each of these men will be the superintendent of a department and with the exception of the superintendent of the department of public affairs, who will be a chairman or mayor, they will be designated by the name of their department. The departments are those of public affairs, accounts and finance, public safety, streets, public improvement and property, and health and licenses. Offices Abolished. This form of government abolishes the board of public works, city council, offices of city controller, city clerk, street commissioner, and city civil engineer. The county treasurer will perform the duties of city treasurer. All the departments dispensed with are provided for in one of the departments of the commission form of government.. This will lessen the expenses of the city and concentrate the execution of municipal affairs, according to board members. The bill provides for the removal from office of any member of the board of commissioners upon a petition signed by 25 per cent of the voters. Zimmerman wants " this clause altered. He contends that it would be an easy matter for a person who has a grudge against one of the commissioners to get out a. petition .for. his removal. He stated that it is his belief that few petitions are justified because persons sign them as an act of friendship and not from, principle of the petition. " The board accordingly requested Mr. Jessup to attend the hearing of the bill and suggest a modification of that clause. He was instructed to recom mend that the clause be changed so that it will be necessary for the persons desiring the removal of a commissioner to appear at the office of the county clerk and leave his signature and address. Would Be Optional. The commission form of government will be optional . in cities of the required population. Upon a petition signed by 25 per cent of the persons voting at the last preceding city election, the mayor 1b required to call a special election within 90 days of the filing of the petition. A majority is required to Institution the commission form. This plan eliminates the party element In city elections as no limit is placed on the number of candidates running for any of the five offices. Corey of Cincinnati, is one of the secretares of the Foreign Missionary society, and J. Campbell White, general secretary of the Laymen's Missionary Movement has an international reputation and is one of the greatest missionary speakers in the world. A HEW REBELLION BEGUN IN Headed by General Salazar Who Is Now Marching on the Town of Jaurez. (National ' News Association) WASHINGTON, Jan. 30. General Salazar, formerly chief of staff under General Orozco, has been elected to lead a new revolution in northern Mexico and is now rushing his men toward Jaurez, with the idea of overwhelming the town before any federal reinforcements can reach there, according to war department dispatches today. MARCHING ON TOWN. EL PASO, Tex., Jan. 30. It was reported today that a large body of Mexican rebels were advancing on Jaurez and that another battle for the possession of the Mexican gateway to the north, across the river from here, was imminent. The attacking column under General Salazar numbers 1,000 men, which is double that of the Jaurez garrison. A skirmish occurred between Texas Rangers and a band of Mexican rebels when the revolutionists crossed to the American side of the rived. Two Mexicans were killed. A LEGAL SQUABBLE IN FISHERHEARING How Long the Defendant in Breach of Promise Case May Live Is Disputed. (National News Annotation) INDIANAPOLIS, Jan. 30. Attorney for Carl Fisher, millionaire auto speedway and balloon race promoter, indicated their line of defense in the $500.000 breach of promise suit filed by Miss Gertrude HaBsler, the Indianapolis vocalist, in a heated argument today. According to Miss Hassler Fisher paid her J10G a month for some time in compliance with an agreement entered into betweea them when Fisher married another woman. Miss Hassler's attorneys contend that these payments were to continue as long as Fisher lived. Fisher took the stand today and testified that he is now 38 years of age.
