Thursday and will give an address at the high school in the afternoon on the
subject of "A Broader Uao of the Schools." Mr. Ward is the creator of the School Social Center Idea, which has spread in many states. Among some of the questions dlBcussed by Mr. Ward are: "How shall we use politics as a bond instead of a wedge, something to get together over instead of something to divide about?" "What shall we do for our young people to make their leisure, and ours re-creative?" The answer to these questions, Mr. AVard says, 1b to make the public school houses what they began to be the full rounded social centers of neighborhoods. That counting the hours that the American school houses stand idle as 61 per cent, and the investment as one billion dollars, the annual loss to the American citisens who have made the investment is thirty millions, is one of Mr. Ward's statements. Idea Hat Spread. The Social Center idea has spread with rapidity. At least 100 cities have either begun social work or are preparing to take it up. Where the social centers have been organized the people gather- for better acquaintance, music, motion pictures and dancing and to discuss matters pertaining to the common welfare of the community. As Supervisor of the Social Centers of the Rochester, N. Y., Public Schools, Mr. Ward has submitted many of the most promising plans to the school board, and has succeeded in establishing systems of social centers. Expect Suggestions. It is expected that Mr. Ward will make recommendations to the school board here as to what manner of play grounds should be installed in this city. While this city has a playground in the eastern part of the city it is not considered adequate by some to meet the demands of the large number of school children not attending public schools. It is hoped by those interested that grounds will be selected by the school board to meet the demands of recreation on the part of the students of the public schools which are located in other sections of the city. INCREASE Of 128 PUPILSJISCHOOL Superintendent Mott Says This Term Has Been Very Successful.
The term of school which will end February 7. has been one of the most successful fall semesters ever experienced by the Richmond schools. The report on the total enrollment for the term has not been ocmpleted as there is about a week remaining before the term will end. The total attendance for the fourth month shows an increase of 128 pupils enrolled in the schools over the corresponding time of the fall semester last year. The steady increase of school enrollment in the Richmond schools is believed by T. A. Mott, superintendent, to be due to the excellent equipment of the schools here and the added increase in the interest taken by the parents. The high school enrollment increased 46 this year over the enrollment last year. The total now enrolled at high school is 597. The average monthly enrollment at the school has been 673 while the average daily attendance has been 532, which is a trifle smaller than was expected. This is probably due to the bad weather the superintendent says. Last year's daily attend-

The total number enrolled in the corresponding period last year was 3,528. The Garfield school enrollment for this year was 408 at the end of the fourth month. With the exception of Principal Neff, whose resignation becomes effective February 7, the schools will retain the same teaching corps for next term as has been teaching this semester. John Thompson, instructor of botany at the high school will act as principal to succeed Mr. Neff until a successor is definitely chosen. Mr. Thompson has been teaching in the Richmond high school for 24 years according to Superintendent Mott and is capable of filling the vacancy. He is the oldest member in point of service of the faculty of Richmond school teachers.
SAYS CIGARET LAW WILL BEJFOBCED All Patrolmen Instructed to Keep Eyes "Peeled" , for Violators. In the future minors in this city will be denied the soothing effects of cigarets and will have to resort to the pipe or cigar, according to Chief of Police Gornion, who stated this morning that the cigaret act will be rigidly enforced hereafter in this city. Section 2,480 of the acts of the state legislature prohibits the sale of cigarets to minors and provides a minimum fine of $10 to the dealer or person furnishing the "pills" to boys under twenty-one years of age. Chief Gormon states that all the patrolmen had been warned to watch for cigaret smokers and to find out where they obtained the cigarets. He said that the practice of tobacco dealers in selling cigarets to any person that desires to buy will have to stop and expects material results from the enforcement of the act after some have been prosecuted. The act provides a fine of from $10 to $50 for the first offense and for the second offense a fine of from $10 to $500 and a jail sentence not exceeding 60 days. He stated that when minors are caught smoking cigarevs, investigations will follow and the persons violating the law will" be heavily prosecuted. Acts prohibiting the selling of tobacco to children under 18 years of age will also be enforced.
