Taken into the Cabinet, Mr. Bryan would not be in a position to do any great harm to the Wilson Administration. The primary obligation of loyalty to his chief would tie his hands. He would be under daily observation, and he could not very well undertake to wreck an Administration of which he was a responsible part. Many men who look at the problem from the point of view of politics and tactics are inclined to the belief that appointment to a Cabinet office would be a first-rate' way to chloroform Mr. Bryan. Moreover, the Nebraskan would In the President's Cabinet come to a test to which he has never been submitted, a real test of his ability. Men who have studied his career with attentive but with candid minds hold him to be a man of only moderate capacity, far below that of the average of our Presidents' Cabinets. In that council room he would be weighed, and in all human probability he would be found wanting. The country would speedily know, it could not help knowing, how far he fell short of the estimate he puts upon himself, and which his followers put upon him. Thus, in another way, Mr. Bryan would be a diminished figure. These are the considerations by which some men, accustomed to think in terms of politics, would justify, or palliate, the naming of Mr. Bryan to a Secretaryship. We have heard many charges brought against Mr. Bryan but this is the first time we have ever heard that he would not measure up to the standards of a presidential cabinet office. Imagine how the Commoner would rattle around in the shoes of Philander C. Knox in the state department how difficult it would be for him to follow in the footsteps of that great statesman from whose master mind sprang "dollar diplomacy." All that the Times says will be regarded as the pure essence of tommyrot by the big majority of American people, irrespective of party affiliations. If Mr. Bryan becomes a member of President Wilson's cabinet, it is our honest opinion that Mr. Wilson will have considerable difficulty in selecting other members of his official family who will measure up to the honesty, intelligence and ability of the Nebraskan.

SPANISH SPEAKING BOYSJHEMAND South America Opens a Vast Field for Persons Speaking Spanish Tongue. Portuguese, as well as Spanish, should be taught in the schools of the United States, in order to prepare for Increased trade relations with Latin America after the opening of the Panama Canal, declares William A. Reid, an investigator of Latin-American conditions, in a special report to the Southern Commercial Congress. Portuguese for Brazil and Spanish for the other countries of South America are described as the key to commercial success on the southern continent. "With these two languages," says Mr. Reid, "the young American business man will be in a position to transact business with twenty republics of South America." In other words, he will be able to take advantage of the abounding commercial opportunities of the next few years. Mr. Reid points out that even now

es are greatly handicapped by lack of men with a working knowledge of Spanish to handle correspondence from the Latin countries. The first essential of profitable foreign relations of any kind is mutual understanding, and that involves knowledge of the
language. "To establish successful business relations with a people we must know something of their language, customs, manners, and life." If the business men of the United States are not equipped linguistically for commerce with Latin-American countries, they can nbt expect to secure their share of the trade that will result from the opening of the Panama Canal. The Latin-American has been quick to learn the value of acquiring the foreigner's language. English is taught in many of the public schools of South America, and in some of them it Is obligatory." "On being introduced to the President of the Peruvian Senate," says Mr. Reid, "I was surprised wlen I heard him address me in English; in Bolivia a leading cabinet officer spoke to be in perfect Engjish; meeting a Brazilian Congressman at Rio I noted His excellent command of the English language; likewise in all the Latin Republics the English language is frequently heard." This alertness in acquiring a foreign tongue is one indication of the culture and progress that prevail over the southern continent. That educators are awake to the importance of commercial Portuguese and Spanish as school subjects is apparent from items of information received at the United States Bureau of Education. In the Continuation School at Boston both Portuguese and Spanish is already taught in many colleges and universities in the United States, and recently emphasis has been laid upon the acquirement of the language for commercial use. Another indication of the growing interest in Latin-American affairs this time cultural rather than commercial is the formation at Washington of the Spanish-American Athenaeum for the promotion of the study of Spanish, an undertaking in which men and women of international prominence are active. The association intends to issue a journal both in English and in Spanish.

.The Effects of Opiates. THAT INFANTS are peculiarly susceptible to opium and its various preparations, all of which are narcotic, is well known. Even in the smallest doses, if continued, these opiates cause changes in the functions and growth of the cells which are likely to become permanent, causikg imbecility, mental perversion, a craving for alcohol or narcotics in later life. Nervous diseases, such as intractable nervous dyspepsia and lack of staying powere are a result of dosing with opiates or narcotics to keep children quiet in their infancy. The rule among physicians is that children should ner receive opiates in the smallest doses for more than a day at a time, and only then if unavoidable. The administration of Anodynes, Drops, Cordials, Soothing Syrups and other narcotics to children by any but a physician cannot be too strongly decried, and the druggist should not be . party to it. Children who are ill need the attention of a physician, and it is nothing less than a crime to dose them willf ully with narcotics.
