FORM ORGANIZATION TO PROMOTE PLAN Will Ask Congress for Funds To Maintain National Road and Others.

(Palladium Special) CAMBRIDGE CITY, Ind., Dec. 12. The organization formed in this city Tuesday evening for the purpose of perfecting a township Bociety to work In connection with the Ocean to Ocean Highway association will bring several matters before the good roads meeting to be held here Saturday. The purpose of the organization is to assist in circulating the petition, which ultimately will be presented to congress asking that it make an appropriation for the improvement of the old National road, thus making it an ocean to ocean highway. The officers elected at the meeting were J. A. Boyd, president, Lon Bertsch, secretary, and Dr. J. R. Littell, treasurer. The officers will ask the good roads meeting to assist in the movement to secure the improvement of the National Road. Mr. Bevier, a representative of the national movement, of Kansas City, was present at the meeting and outlined the program which he desires the township organization to carry out. Mr. Bevier went from this city to Richmond where he will discuss the plans to persons interested in good roads there. YOUR OWN TROUBLES. It has been urged by a French author that Napoleon III. entered into the Crimean war on the side of Great Britain because he had been well received in the London clubs during his sojourn in that country. But there might have been another potent factor independent of the emperor's pleasant recollections of the English, and that was the slight to which he -was subjected by the czar of Russia, Nicholas 1. When Napoleon ascended the throne as emperor he notified all the reigning sovereigns of the fact, addressing them as "Monsieur inon frere." With the I exception of the czar they replied j adopting the same formula. Nicholas, i however, began his reply. "Mob grand ami.'" This is the style adopted by sovereigns when addressing presidents of republics. Napoleon fully understood the czar's meaning. At the New Year's reception of the diplomatic body he went up to Count Kisslew. the Russian ambassador, and said to him: "I have received a letter from your sovereign which flatters me greatly. He writes to me. 'Mon grand ami.' One chooses his friends. He cannot t hoose his brothers." Origin of English Royal Academy. The yearly "show" of works by livinsr artists which is held at the English Royal academy from the first Monday in May to the first Monday In August owes it existence to a meeting of painters which was held at the Turk's Head, .Soho, on Nov. 12. 1759. The knights of the .brush and palette resolved that "once a year, on a day in the second week in April, at a place that should be appointed by a committee for carrying the design into execution, to be chosen annually, every painter, sculptor, engraver, chaser, peal cutter and medalist may exhibit their several performances." It was also resolved that "the sum of 1 shilling be taken daily of each person who may come to visit the said performances." Oscar Frichet in National Magazine. CONSTIPATION CORRECTED. THEATRICAL. CALENDAR. Gennett Theater. Tonight "The Only Son.' Dec. 17 "Mutt and Jeff. At The Murray. Vaudeville, Matinee and Night. Palace. Dec. 11-12 "A Curable Disease." Earlham College. Dec. 14. German Play. "The Only Son." Tonight. Very few plays of modern times have been accorded the widespread comment which followed the production of "The Only Son" which will be seen at the Gennett tonight with Thomas W. Ross of "Checkers" fame in the title part. Clergymen of several denominations have seen in this new Winohell Smith play a theme for sermons. And while Mr. Smith has succeeded in telling an unusually powerful story he has not failed to retain much of the humor which made his other play, "The Fortune Hunter" and "Brewster's Millians" famous. Some have ever gone so far as to herald "The Only Son" as the 'real American drama. At any rate, Mr. Smith has succeeded in producing a play which is pleasing a vast number of people for curtain calls unnumbered have been the rule at all performances. Mr. Ross in "The Only Son" is said to have the strongest role in his career. The Murray. Despite the unexpected cold snap the attendance at the Murray this week is far beyond expectations which is quite convincing that Gus Sun's "A Day At The Circus" together with Wormwood's celebrated Dog and Monkey Hippodrome have been given the stamp of approval. The usual large attendanae of ladies arid children at the matinees thus far this week warrants the arrangement of a special childrens' matinee for Saturday at which time Baby McNutt, a tot of four years, will race with big Frank, the monkey, to the delight of the little ones. As has been the custom at this theater for several years renovating week will occur next week at which time the house w"ll be closed, opening again Monday Dec. 23d, spick and span, with a high class bill for a solid week's duration. "Mutt and Jeff." . "Mutt and Jeff" is coming to the Gennett. Events of much less importance have been heralded in the above way. The coming of "Teddy Roosevelt" or "Everything Bryan" wouldn't cause half the flurry among the little folks and among a lot of big-little folks as well as the announcement of the engagement of Gus Hill's big musical comedy, featuring Bud Fisher's

The Palace Theater was crowded yesterday afternoon and night to see the beautiful picture of the printer's home and how they cure the dread disease tuberculosis. The same picture will be presented today and tonight with two other reels and it is expected there will be a large attendance as this is the last day the printers will have the picture on exhibition. The Murrette. Today at the Murrette a most interesting program will be presented. A BauTnont sr of the Greek-Turk war entitled uing The Blind" prom ises to be .ost interesting. "The Law of God" a western drama through which rum a pretty love story with an excellent illustration of the value of will power. "The Jenkins-Perkins War" is one of those clean cnt comedies that sends one home feeling just right. Tomorrow will be Kay-Bee day at this theater and arrangements are complete for the presentation of their newest military drama entitled ."For The Cause." The success of this firm in this line of productions is well and most favorably known in Richmond and the simple announcement of the appearance of one of their military plays is quite sufficient to test the capacity of the Theater. An excellent comedy will also be shown In conjunction with the big feature. Sealing Wax. Sealing wax in the present form was first noted in London iu the middle of the sixteenth century. A sort of earth was used by the ancient Egyptians in sealing papers and documents. The Egyptians placed such earth on the horns of cattle; and upon it was stamped the seal of the priest. Thus were identified the cattle to" be used in the sacrifices.

THE STREETS OF NAPLES.

They Are the Workshops of the Peopls In the Poorer Quarters. The ancient city of Naples has always been mora celebrated for its beauty and interest of its surroundings than for its own attractiveness or scenic advantages. The charm of N'aples.itself lies In Its life the careless, open air life of its people, with much of it passed almost wholly out of doors under the caze of the passerby. Tnilors are seen at their work, and carvers of lava, tortoise shell and coral articles, makers of statuary, women sewing, cooking and performing all their domestic duties, men, wome n and cnildren eating, sleeping, chattering, playing, singing, all iu the open. There is no cessation to the noise and bustle In the streets from early morning, when the tinkle of goat bells starts the day. until the evening, wheu countless mandolin players, wandering from house to house, from trattoria to cafe, "singing for their supper' of macaroni and red wine the famous old love songs of Naples and popular operatic airs. All day long the rattle of wheels, the cracking of whips, the furious shouting of drivers, the jingle of tbe elaborately decorated harness, the cries of innumerable street hawkers, the playing of military bands as regiments march through the streets, fill the air with a not unpleasant and thoroughly Neapolitan din. WHITE RAINBOWS.

Formed by a Strong Light, a Fine Rain and a Low Sun. Though rainbows are generally associated with colors, there Is such a phenomenon, very rare. It Is true, as a white rainbow. The circumstances necessary for its formation are a fine rain and a strong sun. The phenomenon is due to the optic principle known as Interference. If the drops of water be very small, the Interference of the rays causes such a complete overlapping of the colors that the bow appears white. That is to say, the various prismatic colors, instead of being thrown out separately, as In the ordinary prism, are thrown one on the top of the other, and the light is thrown by the sun. as It were, on a sheet of rain. The fine close rain produces the same eject as a woven texture. This result Is still more noticeable where a fojj takes the place of the rain. The phenomenon Is not often noticed, because the conditions absolutely necessary to the formation of a white rainbow are a strong light, a close rain and a sun lying near the hotizou.
